This study aims to build a proposed strategy to overcome the obstacles to integrating the media education into public education in the Arab countries. To achieve this strategy, the theoretical part in this study explored what media education is, its basics, terminology, theoretical foundations and historical vision in international experiences and the Arab world, with providing a critical reading of naming and translation ambiguities in Arab studies. The study also addresses the Arab public education today and the challenges and obstacles that impede its development, also it tackles the impact of Arab students' exposure to the media and the Arab media scene to explain the justifications and reasons for integrating media education into Arab public education. The researcher presented a new theoretical approach to framing media education in light of its entanglement with seven theories: the theory of moral foundation, aesthetic appreciation, technological determinism, critical social construction, symbolic interactions, cultural studies, cognitive theory, and the actor network theory. Through the field study, using in-depth interviews and a questionnaire, the reality of media education in Arab public education is diagnosed in seven countries: Jordan, Tunisia, Algeria, Lebanon, Egypt, Morocco and Yemen. Also, explored the obstacles that impede to integrate media education into Arab public education in both the internal and external environments, that is after formulating the questionnaire according to a new tool in the comprehensive educational environmental analysis “PESAS”. The researcher created this tool to combine the analysis tools of the two internal and external environments with an understanding the specificity of the educational field. The researcher extracted from the results of the tool’s analysis the factors of the environmental quadruple analysis and the list of actors with their degrees of importance, then the results of the second stage of the field study are presented to a sample of senior Arab experts and arbitrators to extract the degrees of influence and the weights of factors. Among the outcomes of the field study in its first and second stages and after determining the philosophical premises and educational principles of Arab media education in light of the frames of reference directed to reform Arab public education and modern educational trends, the researcher designed a proposed strategy to overcome the obstacles of integrating media education into public education in the Arab countries. Then, the strategy was built after determining the strategic position of the integration environment in the light of an integrative framework proposed for a previous study by the researcher and the supervisor to employ the theories of think tanks and the theories of advocacy organizations in public policy making.
