The present study aimed at investigating the effect of a project based blended learning strategy on developing competencies of students in an educational technology course in the state of Kuwait. To test research hypotheses of the study, the researcher used the developmental research method for one experimental group. The study research experiment was conducted on a purposefully selected sample consisting of 25 female students. During the second semester of the academic year 2015/2016. A list of instructional design standards was developed in order to be used in designing the project based blended learning strategy, and then developing the project based blended learning environment according to ADDIE instructional design model. Research instruments applied on the experimental group included: An achievement test to measure the cognitive competencies, a product assessment checklist to measure the performance competencies and satisfaction scale about learning. Results of the study revealed statistically significant differences at (0.05) between mean scores of pre and post applications of the cognitive competencies achievement test in favor of the post application. Also, positive effect of the product assessment checklist for post application of the performance competencies was revealed with a mastery learning level reaching 80%, and positive effect of satisfaction scale towards the learning with a mastery learning level reaching 80%.
