This study is aimed to suggested proposal for research competencies for science intermediate teachers in the light of the roles 21st Century teacher in Riyadh, the study used the descriptive survey method for reality diagnosis in order to build suggested proposal, the study population consisted of all science intermediate teachers in Riyadh, the sample was 180 science teachers which have been selected randomly. The study used a questionnaire, the results of the study showed a weak and low of research competencies among science intermediate teachers in the light of the roles 21st Century teacher, according to the results a suggested proposal has been built based on systems theory as follows: first al all: inputs, which includes vision, goals, foundations, characteristics, human material, teaching and evaluation requirements and setting a strategic plan. Secondly: operations: it is the stage of preparation, implementation and evaluation of the suggested proposed, thirdly: the outputs are highly qualified teachers of research competencies, fourth: feedback, takes place during the suggested proposed, the most recommendations are: preparation of training programs for science teachers to develop research competencies and provide material and moral support to the researchers teachers in the ministry of education.
