As in almost all countries, education authorities in Algeria have concerns about improving the quality of education and about the reforms they seek to implement to give teachers the opportunity to acquire new knowledge and skills before and after they practice their profession, especially in the context of economic and social change that the world is experiencing today. The increasing complexity of the teaching context has led the Algerian Ministry of Higher Education and Scientific Research to respond to this major concern, namely the training program which promotes initial and continuing training of new teachers in the face of ICT. The guidelines of this training program are defined by the application of Order No. 932 of July 28, 2016 which is of paramount importance in the sense that it ensures the development and progressive acquisition of skills and professionalization essential for the exercise of teaching duties. Thus, to judge the effectiveness of the continuing training program that currently exists in Algeria since 2016, this thesis has set itself the objective of analyzing the impact of this Telum E - Learning training program on the improvement of professional skills of teachers of the faculty of human and social sciences of Abderrahmane Mira University of Bejaia and thus have the opinion of students on the mastery of ICT by their teachers, however for health reasons currently going through the country linked to the spread of COVID-19 we were unable to reach our survey population, however we will instead present a pre-survey carried out through telephone interviews with ten new teachers from different WILAYAS of the national territory. The starting question emitted in this study is What is the scientific contribution of the distance training received in the use of computer tools by new recruited teachers? The results of this exploratory survey show that the continuing education program followed in the territory national is negatively correlated with the set of professional skills of teachers in the sample. The continuing education program generates, according to the estimates of the members of the exploratory sample, no improvement in their level of mastery in the face of ICT during their professional practices. The analyzes also concluded that other factors besides poor training inhibited the use of ICT in the classroom by teachers. Which is to say that studying the effectiveness of continuing education depends on several factors. (Author’s abstract)
