The present study aimed to identify the level of school communication with parents and its relationship to decision-making from the perspective of governmental primary school leaders in the State of Kuwait State (school principals and School Assistant Principal). The study followed the mixed method, using two tools to achieve its goal. The first tool was a questionnaire to measure the level of school communication with parents, and it consisted of (29) items divided into two areas:(School communication with the parents and the parents' communication with the school. The tool was applied on a random sample consisted of (302) of school leaders and their assistants. Whereas the second tool was personal interviews conducted with a sample consisted of seven Elementary School Principals and their assistants; to know their opinions about school decision-making. The quantitative results indicated that the level of school communication with parents in primary Elementary Schools in the State of Kuwait was medium. Furthermore, the results showed that there were differences between the responses of the sample members about the level of school communication between parents and the school according to the study variables. Whereas the qualitative results showed that participation of parents with the school in school decision-making was affected by several factors, including the principal's personality, parent's personality and type of the issued decision. In light of this, the study came out with several recommendations, the most important of which are: training schools to use modern methods of communication with parents, amending the ministerial regulations and laws that limit parents’ participation in school decision-making, and reducing centralization in government school administrations.
