This study aimed to explore the importance of including citizenship values in the Unified Gulf Scout Curriculum for Rover Scouting from the perspective of Scout leaders in Makkah. The study sample (134) consisted of all Scout leaders in Makkah. The descriptive method was used, and the questionnaire was used as a study tool. The competencies included (38) phrases classified into four components. The Alpha Cronbach method was used to find out the stability of the tool = (0.948). The results uncovered the order of components as follows: The values of Rights, the values of Duties, the values of Belonging and Loyalty, and finally the values of Social Responsibility and Participation. There were no statistically significant differences at the level (α≥0.05) in the mean scores for all four components according to the three study variables: the academic qualification, the Scout qualification, years of experience in the Scout field. Among the recommendations of the study: the Saudi Scout Association should include the values of citizenship - which came out of this study- in the Unified Gulf Scout Curriculum for Rover Scouting. Similar studies on the values of citizenship from the perspectives of the Scouts and Rovers in all cities of the Kingdom of Saudi Arabia is suggested. (Published Abstract)
