The study aimed at identifying the requirements of Configuration programs for librarians (teacher, student, physical components, the program, the library) at faculty of basic education, general authority of applied education and training In Kuwait, In the light of some countries' experiences (Britain - Algeria - Kingdom of Saudi Arabia). The study findings included the requirements of the formation programs for librarians, and from these requirements comes up the requirements of formation program's requirements concerning the teacher: the teacher keens to cover the subjects within the time specified, teachers are qualified enough scientifically and cognitively, teacher also matches what he teaches to his major, and the commitment of the teacher through announcing library hours. As for the formation program's requirements concerning the student: the ability of the student to deal with digital data, his success in training program effectively, the ability of the student to be patient while dealing with others, and having the needed skills to deal with modern technology. And, as for the formation program's requirements concerning the physical components: the availability of overhead display devices (data show), the availability of spare parts for maintenance of used devices, the availability of modern labs and suitable networking (The Internet). As for the formation program's requirements concerning the program: getting the academic accreditation from the concerned authorities, designing curriculums that support teaching digital libraries, teaching automatic integrated information systems, teaching libraries designing and information centers. Besides, teaching the process of supplying the library with different resources. As for formation program's requirements concerning the library: the availability of all the scientific and technical information to conduct scientific researches, the expansion and serving the community to find solutions through field researches and fitting the library workers' skills with the needs of its users.
