Training environments have gained an increasing importance in developing the skills of employees in electronic management systems by designing an adaptive mobile training environment based on the integration of participatory media and cloud tools. The trainee builds his knowledge experiences by learning how to use various interactive tools to access the information himself by providing electronic content High quality contributes effectively to the consideration of individual differences among trainees, and increases the effectiveness of training and improve its output. Research Objectives: 1) Developing the skills of employees in using Zahraa system for university cities as an electronic management system. 2) Explore the impact of designing a training environment (mobile-adaptive) based on the integration of participatory media and cloud tools on the development of knowledge and performance aspects among employees of Al-Zahra at Mansoura University. Research Importance: 1) Help to overcome the problems of workers on the Zahraa system to manage the university cities in all Egyptian universities, including Mansoura University in the field of training. 2) Continuous development and professional development of the university staff. 3) Introduce new trends in adaptive mobile training environments based on the integration of participatory media and cloud. Research Methodology: The descriptive approach, Curriculum development systems, Experimental Approach. Research Tools: 1) The achievement test to measure the cognitive aspects of the skills of using the Zahraa system. 2) Note card to measure the performance aspects of the skills of using the Zahraa system. Research findings : 1) There is a statistically significant difference at (0.05) between the average scores of the students of the four experimental groups in the post-application of the achievement test related to the skills of using electronic management systems among the learners at Mansoura University where the students of the initial experimental group (which was trained in a short style through Facebook) exceeded the students of other experimental groups in the post-application of the cognitive achievement test of the skills of using the electronic management systems of the employees of Mansoura University. 2) There is a statistically significant difference at (0.05) among the average scores of the students of the four experimental groups in the post application of the performance note related to the skills of using electronic management systems among learners at Mansoura University. The first pilot (which was trained in a short style through Facebook) on the students of the other experimental groups in the post application of the special observation card for the skills of the use of electronic management systems for the staff of Mansoura University.
