The aim of this research is to develop the administrative skills of the middle leaders in education in Dakahlia by designing a training environment based on the integration of interactive simulation with open source learning resources. The researcher presented the research problem, its importance, its hypotheses, methodology, tools and steps. The theoretical foundations of the research were presented in four axes: First: interactive simulation. Second: sources of open source learning. Third: training environments based on the combination of interactive simulations and open source learning resources. Fourth: The managerial skills of the middle leaders in education. The researcher used both the descriptive approach in the field study to identify the administrative skills required by the middle administrative leadership. The experimental method was also used to identify the effectiveness of the training environment based on the integration of interactive simulation and open source sources of learning on the cognitive achievement and practical performance of the administrative skills of the leaders Central Administration, through the application of the model “El Gazzar, 2014”, and the research procedures included the selection of a sample (voluntary) of the middle administrative leadership in the Directorate of Education in Dakahlia, and the research on the design of a single group with measurement pre and post, and research tools represented in the use of cognitive achievement test, and measure the skills of management skills. The researcher applied the appropriate statistical processing methods using statistical programs for social sciences SPSS. The research found the effectiveness of the training environment based on the combination of interactive simulation and open source learning resources in the development of knowledge and performance aspects of management skills. The researcher found that there was a statistically significant difference between (0,05) between the average scores of the research sample in the tribal application, from the cognitive test related to the cognitive aspects, and the skill scale related to the performance aspects of the post-application. Therefore, it is recommended to employ the training environment based on the integration of interactive simulation and open source learning resources in the courses of preparation of postgraduate students, as well as training the students of the Faculty of Education on different skills.
