The Research aims is to work on 4th year students in Computer department in faculty of specific Education 2017/2018 to acquire the basics of PHP programming language. Through the use an E-learning environment based on Anchored Instruction. In order to achieve the aim. Empirical and descriptive methods of Research have been used the research is conducted on (30) students Using Certain measures they are Achievement Evaluation , Assessment Card with dynamic pages And Observation Card to measure skills and performance of students learning PHP programming Language”. The Researcher created an E- learning Environment based on Real lifetime Situations interactive activities and videos. using Assessment For achievement before and after the trial while Observation Card and Assessment Card after the trial only. And it showed the great effect on e-learning environment and learning achievements concerning skills of php programming Language. (Author’s abstract)
