The study aimed to identify the challenges facing the implementation of the control system (ISO9001) to measure the total quality management at the level of the school management and the school staff. To achieve the objectives of the study, the researcher developed a questionnaire after reviewing the theoretical literature and previous studies. The researcher selected a random sample, the number of members of the study sample was (80) members of the principals and their assistants. The study found: 1) A high level of challenges facing the application of the control system to measure the total quality management (ISO9001) in the schools of Kuwait from the viewpoint of the principals and their assistants. 2) There were statistically significant differences at the significance level (α=0.05) for the application of total quality system (ISO9001) due to gender in favor of females, qualification in favor to bachelor degree, and years of experience in favor to less than 10 years.
