Digital education is a requirement for the new digital world and network community. This aspect has augmented the learning paradigm of our social structure. Digital technology has influenced the individual's socio-dynamics, which affects the education, cognition, psychological, and social behavior. In this article, we have presented the most important foundations of digital education as an urgent need for children to engage in the digital world and in the network society in an irreversible way to work to enhance, expand and mitigate the benefits of extending children and adolescents to those mechanisms and skills that make them Improve its use and exploit the technical opportunities it offers. After dismantling the concepts of digital education, we have categorized the risks facing teenagers and adolescents on the digital platform. These categories have content, communication and behavioral risks. Then we have identified the basis for education using digital technology based on knowledge skills, ethical-moral basis and security-legal basis, all in order to build a safe, positive, and effective digital citizen.
