Objectives of the study: 1) Constructing a criterion referenced test for measuring the degree of teachers’ mastering constructing rules for achievement tests. 2) Descriptive statistics to determine the degrees of teachers to criterion- referenced test institute to measure the degree of mastery of the rules of construction of achievement tests. 3) Statistical properties to determine (ease and difficulty of the test items coefficient, ease and difficulty of the test as a whole coefficient, sensitivity coefficient for items, Reference compatibility and minimum coefficient reference compatibility coefficient, Phi coefficient) the items criterion- referenced test prepared for measuring the degree of teachers’ mastering constructing rules for achievement tests. 4) A study of indicators of the validity of the criterion- referenced test prepared for measuring the degree of teachers’ mastering constructing rules for achievement tests extracted in a number of ways. 5) A study of indicators of the reliability of the criterion- referenced test prepared for measuring the degree of teachers’ mastering constructing rules for achievement tests extracted in a number of ways. 6) Identify teacher ratio of expert in constructing rules for achievement tests of the study sample. 7) Identify strengths and weaknesses experienced by teachers in the rules of construction of achievement tests and skills. The Study Methodology: It requires the nature of the study based on descriptive analytical method. The study tool: it is a criterion- referenced test for measuring the degree of teachers’ mastering constructing rules for achievement tests, which consists of a hundred items, clauses of multiple choice with four alternatives. The study society: The study population consists of all teachers of the first cycle of basic education consists in Madras province, the official Damascus for the academic year 2014/ 2015, in total 3737 teachers, to distributed to 270 basic education school (first cycle), According to the Planning and Statistics Directorate of Statistics. The Study Sample: The study sample consists of 200 teachers of the first cycle of basic education in the province of Damascus, the official schools for the academic year 2014/2015, Sample selection of teachers or graduates of the College of Education Institute and the preparation of teachers who have to amend their testimony study two years deepen the educational rehabilitation, They were selected using a simple random sample Results of the study: The study found the following results: 1) constructing a criterion referenced test in accordance with the steps involved in previous studies presented on the construction of these tests. 2) Descriptive statistics were presented to teachers at grades on criterion referenced test prepared to measure the degree of mastery of the rules of building achievement tests, Sprain of grades was a natural, as well as splaying was normal. 3) Coefficients ease of test items ranged between 0.17- 0.96, While coefficients of the difficulty of the test items ranged between 0.04- 0.83, the total ease of testing as a whole 48.57, and was the difficulty coefficient of the test as a whole 51.43.
