E-Learning plays an important role in education in general, and at under¬graduate level in particular. It also creates a growing interest in it and its tools day after day. Therefore, it is necessary to establish e-learning project centres in university colleges to be in charge of the design, implementation, and follow-up of e-learning projects in each college as appropriate to the nature of the specialty and teaching and learning methods. Thus, assisting in standardizing and organiz¬ing the current efforts to develop and support e-learning. The aim of the present study is to provide a proposal of e-learning project centre in addition to the appropriate instructional design model to design the centre’s projects that will allow an effective and efficient execution of operation and activities. The study also seeks to provide a list of the necessary competencies of e-learning project centre’s director to enable him to fulfill his duties. The study concluded by providing the proposed model based on Allen & Hardin 2008 instructional design model to assist in transforming conceptions into reality. This is in addition to providing a list of five main competencies to the director of e-learning projects centre. (Published abstract)
