The purpose of this study is to identify the role of planning and human resources development to improve the quality of educational services in technical education institutions. The study adopted the Descriptive analytical approach, and the study population consisted from all supervisory personnel in the category of technical education institutions in Gaza Strip, which there number is (326) employees, The sample survey is (177) employee, the study used the questionnaire as a tool. The study found a range of outcomes, including: 1) The availability of human resources planning dimensions in technical education institutions (medium) degree, as the relative weight of all dimensions of human resources planning axis vertebra was (64.86%). 2) Availability of dimensions HRD in technical education institutions (medium) degree, as the relative weight of all dimensions of human resource development axis vertebra was (62.58%). 3) Availability of educational service quality dimensions in technical education institutions (medium) degree, as the relative weight of all paragraphs of quality educational services hub dimensions (61.56%(. 4) Statistically significant relationship exists when the level indication (α≤ 0.05) between the role of human resources planning and improving the quality of educational services in technical education institutions. 5) There is a statistically significant relationship at the level indication (α≤ 0.05) between the role of human resources development and improving the quality of educational services in technical education institutions. 6) There are statistically significant differences at the level indication (α≤ 0.05) on the role of human resources planning and development to improve the quality of educational services in technical education institutions due to variable interest of sex (male), and a variable number of years of service and for those who drive a bit faster service years (10 years or more), and show no differences attributable to variables: (qualification, job title). The study recommended a set of recommendations including: 1) The need for senior management in technical education institutions to achieve the objectives of human resources planning, which included human resources plan, and to fully support them. 2) Technical education institutions needs to develop plans and policies for human resources development and that are reviewed and evaluated on a regular basis, to determine what needs to develop or cancel. 3) Technical education institutions needs to focus on all quality parameters and work to improve them and utilize them to judge the quality of educational services.
