The study aimed to identify the availability of transformational leadership characteristics and the traits leaders have in the educational institutions in the state of Kuwait, and to identify the extent in which the availability of the creative capabilities of workers in those institutions, and also aimed to identify the relationship between transformational leader attributes and the availability of administrative innovation is the possibility of choosing a sample (MLQ) designed by (Bass & Avolio, 1994, 51) and is intended to measure the transformational leadership behavior. And multiple regressions were conducted among the four attributes. Transformational leadership and analysis are (to encourage creative and attention to individuals and the stimulus inspiring and charismatic influence) as an independent variable and administrative innovation as the dependent variable. The study has reached several conclusions, including a positive-direct correlation between the four features of transformational leadership, administrative creativity, and these features were arranged according to their impact on administrative creativity respectively (to encourage creative and attention to individuals and the stimulus inspiring and charismatic influence).
