إعادة الهندسة لمواجهة مظاهر الفوضى في التعليم الجامعي: تصور مقترح
This descriptive study aimed at identifying the most apparent indicators of chaos at tertiary education in Egypt and proposing a new configuration to confront this phenomenon based on the re¬engineering technique. The proposed configuration included six stages to achieve its aim: first, preparing to re-engineer some manifestations of chaos at tertiary education; second, selecting the appropriate process; third, forming a team for the purpose of re-engineering and selecting a coordinator of the team; fourth, data analysis; fifth, re-engineering manifestations of chaos and identifying alternatives; sixth, follow-up plan. To guarantee the success of the proposed configuration, the following recommendations were suggested: 1) Making a realistic SWOT analysis to the internal and external environments of the university in order to determine the undermining factors that negatively affect their progress. 2) Making a realist analysis of the university values and objectives. 3) Providing a clear vision of the university. 4) Establishing a welcoming environment from the head management for the efforts exerted by the re-engineering team. 5) Addressing faculty members and administrative staff at university with the significance of the efforts of the re¬engineering team to overcome manifestations of chaos at the university. 6) Establishing a well-developed integrated quality assurance system to manage quality assurance at all areas of the university. 7) Heading for decentralization concerning all the processes and decisions related to quality management. 8) Eradicating all the incompetent and inefficient hypotheses of previous processes. 9) Stating new unbiased hypotheses for these processes. 10) Eradicating all old bureaucratic practices that hinder the work of the re-engineering plan.
