Many specialists in the field of educational sciences on the importance of supplying the workers in the field by the educational culture in a general way for its role in developing the work of individuals inside the educational institutions, and we may consider the organizing culture one of the important educational administrational cultures especially after the widening of the administrational works and their division and the appearing of many of the organizing problems for this reason the need became urgent to be armed; especially for those who work in the educational administrational work, from them the headmasters; by this kind of culture and get know the related knowledges, habits, traditions and values for their behavior as leaders inside their foundations to be distinguish giving themselves the ability to interact and be connected to the employers to form work team with leadership has confidence to itself and with others to achieve the targeted goals. Basing on what came above the researcher tried in her recent research to identify the relation of the organizing culture to leading behavior according to (x, y) theories for high schools headmaster from the point of views of their assistances. And to achieve this relation the researcher molded five goals, and as follow: 1) The level of the organizing culture for the high schools headmasters from the point of views of their assistances. 2) Identifying the prevailed leading behavior in accordance to (x, y) theories for high schools headmasters from the points of views of their assistances. 3) Identifying the relation between the organizing culture and the leadership behavior according to (x, y) theories for high schools headmasters from their assistants points of views. 4) Identifying the relation between the organizing culture and the leadership behavior in (x, y) according to the gender (male, female) for high schools headmasters from their assistants points of views. 5) Identifying the differences references in the relation between the organizing culture and the leadership behavior in (x, y) patterns and according to the gender. And to achieve these goals the researcher prepared the two research tools and they are, the questionnaire of the organizing culture which consisted in its final form of 35 items, and the questionnaire of the leadership behavior which consisted in its final form of 40 items, after getting the opinions of the experts for the two questionnaires. The research sample consisted of (400) male and female assistants spread on the six directorate generals in Baghdad province (Al- Karkh the 1st, the 2nd and the 3rd) and (Al- Rusafa the 1st, the 2nd and the 3rd). The researcher dealt statistically with the results came out from the questionnaires by the statistical means which the most important were: The T-test for one sample, the T-test for two independent samples, Fakronbakh equation, relation coefficient for person, and Z- test. Building on the research’s results came in chapter four the researcher had reached to many inferences, some of which were: 1) The headmasters have organizing culture and at a very good level. 2) The prevailed leadership pattern for the headmasters is of (y) pattern. 3) The existence of connection relation between the organizing culture and the leadership behavior of (y) pattern. As for the recommendations which came in chapter five: 1) Enhance organizing culture in the educational foundations in general and at schools in especial. 2) Stimulate the educational offices to get benefit from the educational researches related to the organizing culture and the leadership behavior. As for suggestions, they were as follow: 1) Conducting similar studies on intermediary high schools headmasters to be entitled “the organizing culture according values theory and its relation to administrational creativeness”. 2) Conducting similar study in the other directorates general in the other province than Baghdad. 3) Conducting study to identify the hindrances and the problems which are facing the applying of a developed organizing culture at the educational foundations.
