Change management is the first priority of modern societies in all areas of life economical, social and educational. Even now it includes the systems in social structure and component operations, organizations, coordination, guidance, evaluation and follow-up. The change management is the main base in individuals and groups developments and the main factor in achieving developments in all fields, in the educational field it’s an inevitable unavoidable menhany to develop education and that requires implementing strategic plans to achieve it. therefore the strategic planning becomes an urgent necessity and need to anyone who wants to success and stay with the competition, and practice improvement and change policies in order to achieve goals easily and to avoid failures imposed by external and internal random variables. In the implementation stage work is to provide leadership, team building, communication with concerned and searching for early success, in evaluation achievements can be gained from practice and planning to continuously improve performance. The ability of educational leadership is the main feature in personality of the department head. Hence the leadership of the department's heads is one of the bases which depend upon the implementation of the concepts of modern education in universities. Weak leadership among heads of departments adversely affects the implementation of educational strategies as well as the weakness of management and the choice of right decisions for staff and students which will reflect negatively on the scientific level of the department in general. Based on above this research has come to determine the relationships between change management and strategic planning with departments heads in al mustansiriya university, the research aimed to identify: 1) Change management with departments heads in al Mustansiriya University. 2) Strategic planning with departments heads in al Mustansiriya University. 3) The correlation between change management and strategic planning departments heads in al Mustansiriya University. A) The relationship between change management in the field of (planning) and strategic planning and its fields. B) The relationship between change management in the field of (leadership) and strategic planning and its fields. C) The relationship between change management in the field of (organizing) and strategic planning and its fields. D) The relationship between change management in the field of (Recruitment of human and financial resources) and strategic planning and its fields. The research was based on the department's heads in the Almustansiriya University for the scientific year 2013-2014 In order to achieve the goals of the research the researcher has adopted the change management measure prepared by (Alankaz 2011) which consists of 72 paragraphs after the researcher was able to condition it to fit the heads of departments and it was prone to experts in the field of educational management, measurement and evaluation bringing 57 paragraphs. The researcher analyzed the paragraphs statistically and extracted the reliability and validity of the properties of the psychometric measurement. The researcher also built a Strategic planning scale consisting of 42 paragraphs and it achieved the researcher's sincerity and firmness and it was prone to a range of experts in the field of educational management, public administration, measurement and evaluation bringing the 41 paragraphs. The researcher then analyzed the paragraphs which were analyzed statistically and extracted the properties of the psychometric scale through sincerity and firmness then the researcher was sure of the scale sincerity through the apparent honesty manner. Stability was extracted though the alpha chronbagh manner, the variance analysis manner (Hewitt) and the use of appropriate statistical methods in addition to the (spss) program then applied the two scales on a sample of 70 scientific department heads in the colleges of almustansirya university. The researcher has reached to: 1) The calculated T value 2 is greater than the tabular value 0.232 and that indicates to the presence of management change to the scientific department heads in Almustsansirya University. 2) The results showed that the calculated T value 2 is greater than the tabular value 0.232 and that indicates to the presence of strategic planning to the scientific department heads in Almustsansirya University. 3) The presence of statistically significant correlation between management change and strategic planning at the heads of scientific departments at the Almustansirya University. The researcher has reached to some recommendations and suggestions. (Author’s abstract)
