The crisis of the values of the features apparent in the present era, as a result of the tyranny of the material on the surrounding values and principles, progress is impressive reached man did not achieve his psychological balance, which Eptgeh, but it helped to vibration values and Dhaltha inside became all they care about material he does not see However, the same, nor hear only his voice, especially in Iraq because of what he passed from the wars and the harsh conditions of crisis and the subsequent political conflict which continues to the present day and as a result of this weakened educational values, and including that of Education aims to instill and develop values in society and seeks to prepare counselors educators who are working to make a difference in the lives of students and adapt to their environment and take responsibility for achieving the objectives of this profession, so the carriers of values and educational qualities or characteristics of excellent convinced by educators, parents and students is very important for the performance of the profession of educational guidance and this is what called for the researcher to choose the study. The researcher reviewed in the first chapter of the research problem and its significance, objectives and temporal and spatial boundaries as well as to determine the terms contained in the search. He also reviewed in the second quarter through the theoretical framework of the concept of values and their importance and their sources and some classifications, characteristics and represent and components, as well as referring to distinguish between them and the other concepts and pointed to professional values and ethics of Educational Guidance. The researcher also reviewed the concept and objectives of the foundations and principles of curriculum and educational guidance, counseling and educational theories, and the roles and functions carried out by the educational counselor and qualities and characteristics of the educational counselor in Islam, has offered some studies approach to the current study. To achieve the aim of the research of building a system of values of educational guides educators and how it represents them, the researcher in Chapter III presented the research methodology and procedures, the first step which is found on the views of a sample of workers about the importance of the values that infuses educational counselor during the performance of his career in directing an open question, in addition to values urged by scientists in the light of theories of educational guidance and ancient Arab heritage. The extracted researcher set of educational values numbered 79 value is composed questionnaire its image preliminary presented to experts and specialists in Educational and Psychological Sciences, has been deleted values that did not make an agreement, mostly, as amended and added some other values, and promised values ready after an agreement over 80% of them, and the system has become in its final form consists of 72 educational value were distributed on four areas, as follows: 1) field of educational values that show a relationship counselor Palmstrushd 16 educational value. 2) field of educational values that show a relationship counselor with knowledge guideway 18 educational value. 3) field of educational values that show the same relationship with the leader 19 educational value. 4) field of educational values that show a relationship counselor school environment and social 19 educational value.The researcher has to apply the values in its final form on the research sample included in the study, consisting of 96 counselors working in secondary schools of the province of Baghdad and by placing a questionnaire to find out the views of respondents about the importance of educational values guide the educational, as well as the researcher to identify the differences with statistical significance in representing the values educational between males and totaling 43 and among females and of their number 53 at the level of significance 0.05, as the researcher applying the questionnaire to school principals the sample to find out their views about the importance of educational values guide educational totaling 96 principals.The fourth chapter has dealt with the researcher display and interpretation of results and discussed in the light of the results of research researcher reached a set of conclusions and recommendations, proposals and as shown in the below: 1) The counselors are represented for the educational values represent a high degree because the average area is higher than average and the premise of 2. 2) The study revealed that there are statistically significant differences between the sample at a level of significance 0.05 due to the variable sex (males-females) were in favor of the male sample. 3) The counselors according to the opinions of their managers represented by the educational values represent a high degree of the fact that the average area is higher than average and the premise of 2.
