The reality of total quality management primary school principals in the light of the principles of deming in the city of Baghdad represents the primary stage the first part of the basic general principles upon which the process of education, being the real beginning of the process of overall development of the perceptions of children, and provide them with everything possible to achieve the comprehensive development of their personalities balanced. In order for the school this responsibility the best way possible, it was necessary for the parties responsible for the education of interest to study the administrative side of it, and the development of awareness of the managers of those schools, in particular, TQM, which can be reflected in their performance positively on the process of achieving educational goals. In this sense, the dissemination of a culture of total quality will be the key and the entrance is essential to improve and raise the quality of the educational process, and the lies the importance of this research being dealt the most important topics of modern, a total quality management and its impact on the educational process, as well as taking the most important teaching staff, who are managers of primary schools and what is in them from a leadership role in guiding others. The study aimed to identify the level of total quality management at the primary school headmasters, and the differences are statistically significant at the level 0.05 among managers in the level of total quality management, according to each variable of the research variables of by (Sex- educational attainment- all employment- Age). Study examined the theoretical side threads for (total quality The management, quality pioneers, director of the school), has offered to previous studies, the researcher as numbered 8 studies of Arab and Iraqi and foreign. In terms of research procedures adopted researcher descriptive approach, have been identified community study which consisted of two parts, community primary school headmasters totaling 638 distributors on the General Directorates for breeding Rusafa first/ Karkh first and society of the teaching staff's 21425 distributors on the same districts, The research sample was chosen randomly where it was withdrawn 150 by director 24%, while the teaching staff have been withdrawn 450 2% of the original research community. Recommendations were also researcher Mayati: 1) Attention of senior management to adopt the principles of total quality management and work to spread the culture of quality in private primary schools and educational institutions. 2) Restructuring of the administrative organization of the primary schools in line with the principles of Total Quality Management. 3) Work training courses and educational seminars to raise the efficiency of school principals.
