يهدف البحث إلى تعرف على معوقات تطبيق التعليم الإلكتروني في كلية التربية للعلوم الإنسانية، جامعة كركوك وكلية التربية للعلوم الإنسانية، جامعة ديالى. ومعرفة الفروق بين متوسط استجابات عينة البحث بحسب متغير الجامعة (كركوك - ديالى) للعام الدراسي 2019-2020، وأعد الباحثان مقياسا مكونا من (4) محاور و(45) فقرة، وتكونت عينة الدراسة من (145) تدريسي وتدريسية، واستعمل الباحثان الوسائل الإحصائية المناسبة للتوصل إلى نتائج البحث. أسفرت النتائج عن الآتي: 1) بلغ عدد المحاور التي لم تعد كمعوقات محور واحد فقط وهو (المحور التقني) في كلية التربية للعلوم الإنسانية، جامعة ديالى. 2) حاز المحور الإداري على وسط مرجح مقداره (3.03) ووزن مئوي (60.6)، وحاز المحور التقني على وسط مرجح مقداره (3.17) ووزن مئوي (63.4)، ومحور الموارد البشرية على وسط مرجح (3.43) ووزن مئوي (68.6)، وحاز محور المنهاج التعليمي على وسط مرجح (3.49) ووزن مئوي (69.8) فيما يخص كلية التربية، جامعة كركوك. 3) حاز المحور الإداري على وسط مرجح مقداره (3) ووزن مئوي (60)، وحاز المحور التقني على وسط مرجح مقداره (2.92) ووزن مئوي (58.4)، ومحور الموارد البشرية على وسط مرجح (3.4) ووزن مئوي (68)، وحاز محور المنهاج التعليمي على وسط مرجح (3.4) ووزن مئوي (68) فيما يخص كلية التربية للعلوم الإنسانية-جامعة ديالى. 4) لا توجد فروق ذات دلالة إحصائية بين متوسط استجابات عينة البحث حسب متغير الكلية (التربية للعلوم الإنسانية/ كركوك - التربية للعلوم الإنسانية/ ديالى) عند مستوى الدلالة 0.05. This research aims to identify the obstacles to the application of e-learning in the College of Education for Human Sciences- Kirkuk and the College of Education for Human Sciences- the University of Diyala and knowing the differences between the average of the research sample responses according to the university variable (Kirkuk- Diyala) for the academic year 2019-2020, and the two researchers prepared a scale consisting of (4) section and (45) items, and the study sample consisted of (145) male and female instructors, and the researchers used appropriate statistical means to obtain the research results. The results yielded: 1) The number of section that were not considered obstacles reached only one section, which is (the technical section) in the College of Education for Human Sciences- University of Diyala. 2) The administrative section had a weighted mean of (3.03) and a percentage weight (60.6), while the technical section had a weighted mean (3.49) and a percentage weight (69.8) for the College of Education- University of Kirkuk. 3) The administrative section had a weighted mean of (3) and a percentage weight (60), and the technical section has a weighted mean of (2.92) and a percentage weight (58.4), and the human resources section has a weighted mean (3.4) and a weight percentage (68), the curriculum section had a weighted mean (3.4) and a percentage weight (68) for College of Education for Human Sciences- University of Diyala. 4) There are no statistically significant differences between the average of the research sample responses according to the faculty variable (Education for Human Sciences / Kirkuk- Education for Human Sciences / Diyala) at the significance level of 0.05.
