تتجه الدراسة إلى التركيز على التخطيط لتطوير تلك الصيغة. في الجزء الأول من الدراسة تم الإشارة إلى الأسس النظرية للتخطيط وعملياته المرغوبة ودواعي التطوير في أساليبه ومداه الزمني، كما تمت بلورة أهم الانتقادات التي وجهت إلى الخطة الإستراتيجية الأخيرة للتعليم في مصر. بعدها تم الانتقال إلى بيان متطلبات تطوير التعليم المدمج ومعالجة تحدياته، ثم تم وضع تصور تخطيطي مقترح لتطوير صيغة الدمج. أشار التصور إلى المبادىء والأسس اللازمة للتطبيق الناجع لصيغة التعليم المدمج، ولعل أهمها الالتزام والواقعية والشمولية وتكامل برامج التنفيذ داخل وزارة التربية والتعليم وبينها وبين الوزارات الأخرى في صورة برامج عابرة للقطاعات. كما تم بيان نوع التشابك الواجب بين الوزارات/ القطاعات المنفذة. As an emerging system – the blended education faces many problems and challenges that require thinking and reflection in dealing with it in different ways, the study tends to focus on planning for the development of this formula. In the first part of the study, reference was made to the theoretical foundations of planning, its desired processes, and the reasons for development in its methods and time range. The most important criticisms directed at the recent strategic plan for education in Egypt were also crystallized. Accordingly, it was moved to the requirements for developing the blended education and addressing its challenges. In addition, a proposed planning and programs was proposed to develop it. In our proposed planning we indicated the principles and foundations necessary for the effective application of the blended learning formula, Perhaps the most important of these are commitment, realism, comprehensiveness, and integration of implementation programs within the Ministry of Education and between it and other ministries in the form of cross sectoral programs. Furthermore, the type of necessary overlap between the ministries/implementing sectors was also clarified. (Published abstract)
