هدف هذا البحث الوقوف على تصور لإنشاء مجلس أعلى للتعليم المصري "مفوضية" في ضوء بعض الخبرات الدولية "التوصيات والمقترحات". واستخدم البحث المنهج الوصفي، وتمثلت عينة الدراسة في نخبة من السادة الأجلاء خبراء التربية والتعليم، وبعض علماء التربية بالجامعات المصرية، والمهتمين، والمعنيين به والمتابعين له، من خلال التعرف على آرائهم وتحليلها والخروج بأهم مقترحاتهم وتصوراتهم لإنشاء هذا الكيان. وتوصل البحث لعدة مقترحات منها: وجود تشريعات وتطويرات إدارية وفنية ولوائح مالية لازمة لقيامها، مع نشر ثقافة عمل مجلس التعليم "المفوضية"، إيجاد مصادر لتمويل هذا الكيان، وضع معايير اختيار أعضاء مجلس التعليم "المفوضية"، تشكيل لجنة لمراجعة النماذج المتميزة لمجلس التعليم "المفوضية" بالدول التي سبقت مصر في هذه التجربة، مع صياغة القواعد التنظيمية لمجلس التعليم "المفوضية" بأسلوب علمي وإداري حتى لا يكون هناك لبس أو تضارب أو غموض لمواد المجلس "المفوضية"، ومنحه "الصلاحيات اللازمة والتي تتفق مع مهامه واختصاصاته، ومن أهم التوصيات: أن يكون مجلس التعليم "المفوضية" مؤسسة قومية فوقية تقوم بالدراسة المتأنية لأوجه القصور وتضع الحلول المناسبة لها، وتحدد الاستراتيجيات بحيث تكون السلطات الممنوحة لهذا المجلس "المفوضية" سلطات حقيقية وفعالة وناجزه. This research aims to suggest a vision for establishing a higher council for Egyptian education "commission" in light of some international experiences (recommendations and suggestions), the research used the descriptive approach, the research sample consisted of a group of eminent experts in education and some educators in Egyptian universities, who are interested and those concerned with it, and those who follow it, the aim is to identify and analyze their views to develop the most important proposals and perceptions for establishing this entity, the research reached several recommendations, including the existence of legislative, administrative, and technical developments and financial regulations necessary for their implementation, while spreading the culture of the work of the education council, finding sources of financing for this entity, setting criteria for selecting members of the education council, forming a committee to review the distinguished models of the education council in the countries that preceded Egypt in this field, the research also highlights the formulation of the education council "the commission" organizational rules scientifically and administratively so that there is no confusion, conflict, or ambiguity in the "commission" council articles, it is also necessary to give this council the essential powers consistent with its tasks and specializations, among the most important recommendations are that the education council be the "commission" a supra-national institution that carefully studies the shortcomings and develops appropriate solutions for them, and defines strategies so that the powers granted to this council, "the commission," are real, practical and accomplished.
