تسعى الدراسة إلى دراسة التأثيرات السلبية للجائحة على نظم التعليم والتدريب التقني والمهني وإجراءات تعزيز استجاباتها، وتعافيها، ودراسة ما ترتب على ذلك من تطوير أو تغيير في هذا القطاع؛ حتى يتمكن من تلبية الاحتياجات الفورية للقوى العاملة وأماكن العمل الآن وفي مرحلة ما بعد الجائحة، وذلك ضمن السعي الجاد لاستئناف المستقبل المثمر، وإعادة تشكيل العالم الذي ستتغير معالمه والمهارات المطلوبة له كرد فعل منطقي لهذه الجائحة، بالإضافة إلى مستقبل بعض المهن والوظائف التي ستندثر بفعل الوباء، أو خلق الفرص الجديدة التي ستؤثر بشكل كبير على الدول والأفراد أثناء مواجهتهم لهذه التحديات، ومرتكزة في ذلك على والمرونة، والاستدامة، والتوجهات الخضراء، والاستثمار في تكنولوجيا المعلومات والتحول الرقمي. واستخدمت الدراسة المنهج المقارن لوصف أبرز ما يميز خبرات الدول الأجنبية في تعزيز تعافي نظام التعليم والتدريب التقني والمهني لجائحة كوفيد 19، وتحليلها وتفسيرها في ضوء القوى والعوامل، وفي ضوء مدخل بناء المرونة Resilience-Building Approach؛ لفهم تأثير الأزمة والدروس التي يمكن للدول تعلمها لتحسين سياساتها وممارساتها التعليمية بعد جائحة كوفيد 19، وتوصلت الدراسة إلى مجموعة من الدروس المستفادة من دراسة الخبرات، وأوجه تميزهما، وذلك ساهم في صياغة إجراءات مقترحة لتحقيق التعافي من جائحة كوفيد 19 في مصر. Change is inevitable, and the world has faced over the past years one of the greatest existential challenges facing society and education, which resulted in the emergence of a state of uncertainty in the vision of the world of professions, business and jobs in the time of Covid 19 pandemic and beyond .The study seeks to study the negative effects of the pandemic on technical and vocational education and training system in some countries and study the measures taken by these countries to enhance their responses and recovery in order to be able to meet the immediate needs of the workforce and workplaces at the current time and in the post-pandemic stage, within the serious quest to resume a fruitful future, and reshape the world whose features and skills required for it will change as a logical response to this pandemic, in addition to the future of some professions and jobs that will be destroyed by the epidemic and the opportunities that will be created which are based on flexibility, sustainability, green trends, investment in information technology and digital transformation and thus will significantly affect countries and individuals. The study used the comparative approach to describe the most prominent features that characterize the experiences of the selected foreign countries in enhancing the response and recovery of the technical and vocational education and training system to the Covid 19 pandemic, and then analyze and interpret it in the light of contextual factors, and in light of the Resilience-Building Approach to understand the impact of the crisis and the lessons that countries can learn to improve their educational policies and practices after Covid 19 pandemic. The study found a lesson learned from studying the foreign experiences, and this contributed to the formulation of the proposed measures to achieve response to Covid 19 pandemic and recovery from its effects in Egypt.
