The study aimed to identify the degree of emotional intelligence of department heads of scientific specializations in public education schools in Farwaniya Governorate in the State of Kuwait, as well as to identify the degree of quality of personal communication of department heads from the point of view of teachers and to test the impact of emotional intelligence of department heads on the quality and effectiveness of personal communication with teachers. The study was based on the descriptive approach, and the study sample consisted of a stratified random sample of (917) From department heads and teachers in the pre-university education stages (primary - intermediate - secondary) in public education schools in Farwaniya Governorate in the State of Kuwait. The study used a questionnaire tool to collect data from the respondents. A questionnaire was designed to measure the emotional intelligence of department heads. The second questionnaire was concerned with measuring the quality of personal communication for department heads from the teachers' point of view. Among the most critical results reached by the study: 1) The empathy dimension ranked first, followed by the social communication dimension in relation to the dimensions of emotional intelligence among department heads. The verbal significance of the measure of the quality of personal communication for department heads came with a large general average for all axes 3.31. The average axis of the field of interest and participation came in first place, and in second place was the axis of considering the communication time in communication. 2) The results showed a statistically significant effect of emotional intelligence in its dimensions (emotion management, empathy, emotion regulation, emotional knowledge, and social communication (on the effectiveness of communication between teachers and their department heads in public education schools.
