The study aimed to identify the practice degree of professional learning communities, requirements and obstacles in the light of strategic planning of the Educational Supervision Department and offices in Qassim Education. The study followed the descriptive survey method. The study adopted the questionnaire as a tool. The research community consisted of (463) female supervisors. The results were, first the practicing degree of professional learning communities in the light of strategic planning of Educational Supervision Department and offices in Qassim Education was medium degree, second the requirements came with high degree of importance in all dimensions. The human requirement came in the first place, followed by the organizational requirements, then the physical and technical requirements. Third the study also, found that obstacles were high degree. In the first place, there was an increasing number of teachers' classes conflicts with learning communities’ activities. Second, was the lack of supportive partnerships for professional learning communities. Then, other educational activities and programs are crowded with those of professional learning groups.
