هدف البحث إلى تحسين تخطيط الموارد البشرية بالمدارس الثانوية العامة بمصر في ضوء مدخل تدوير المعلمين من خلال ما يأتي: 1) التعرف على الإطار الفكري لتدوير المعلمين في المدارس الثانوية العامة. 2) التعرف على طبيعة تخطيط الموارد البشرية في المدارس الثانوية العامة. 3) رصد واقع تخطيط الموارد البشرية بالمدارس الثانوية العامة في مصر. 4) الوصول إلى الآليات والإجراءات المقترحة لتحسين تخطيط الموارد البشرية بالمدارس الثانوية العامة بمصر في ضوء مدخل تدوير المعلمين. واعتمد البحث على المنهج الوصفي نظرا لملاءمته لطبيعة البحث وأهدافه، وتم استخدام الاستبيان لجمع البيانات والمعلومات من معلمي المدارس الثانوية العامة عن واقع تخطيط الموارد البشرية بالمدارس الثانوية العامة في مصر. وتوصل البحث إلى عدد من النتائج منها ما يلي: 1) وجود خلل في سياسة نقل المعلمين بين المدارس الثانوية العامة عند التحليل الوظيفي. 2) قلة اعتماد تدريب المعلمين على أساليب تتيح فرص التفاعل مع المتميزين من المعلمين؛ بحيث يتم نقل خبراتهم لزملائهم. جـ- عدم الاهتمام بتدوير المعلمين كأحد أساليب وتقنيات التطوير الوظيفي. 3) ضعف مشاركة المعلمين في تطوير القواعد والإجراءات مع إدارة المدارس الثانوية العامة. 4) قلة البيانات والمعلومات المتعلقة بتخطيط الموارد البشرية في المدارس الثانوية العامة. وانتهى البحث إلى عدد من الآليات المتعلقة بتحسين تخطيط الموارد البشرية بالمدارس الثانوية العامة بمصر منها إعداد سياسة تدوير المعلمين لتبادل الخبرات والمعلومات والبيانات بين المعلمين في المدارس الثانوية العامة. The research aims to improve the planning of human resources in public secondary schools in Egypt in the light of the teacher rotation approach through the following: 1) Identifying the intellectual framework for teacher rotation in public secondary schools. 2) Identify the nature of human resource planning in public secondary schools. 3) Monitoring the reality of human resource planning in public secondary schools in Egypt. 4) Access to the proposed mechanisms and procedures for improving human resource planning in public secondary schools in Egypt in light of the teacher rotation approach. The research relied on the descriptive approach due to its relevance to the nature and objectives of the research, and the questionnaire was used to collect data and information from public secondary school teachers about the reality of human resource planning in public secondary schools in Egypt. The research reached a number of results, including the following: 1) There is a defect in the policy of transferring teachers between public secondary schools when analyzing the job. 2) The lack of reliance on teacher training on methods that provides opportunities to interact with distinguished teachers; So that their experiences are transferred to their colleagues. 3) Lack of interest in rotating teachers as one of the methods and techniques of career development. 4) Weak participation of teachers in developing rules and procedures with the administration of public secondary schools. 5) Lack of data and information related to human resource planning in public secondary schools. The research concluded with a number of mechanisms related to improving human resource planning in public secondary schools in Egypt, including: Preparing a teacher rotation policy for the exchange of experiences, information and data between teachers in public secondary schools.
