The study aimed at Determining educational standards and technical specifications for a Saudi virtual school for the children of Students on scholarships outside the Kingdom of Saudi Arabia, and used the descriptive approach as a method for the study, the study sample included (22) specialized arbitrators in education means and technology, psychology and curriculum and teaching methods in (7) Saudi universities to explore their opinions and included them in the two lists of educational standards and technical specifications for a Saudi virtual school for the children of Students on scholarships outside the Kingdom of Saudi Arabia. The researcher applied the study tool (Delphi rounds forms) after making sure of its validity and reliability. The study concluded a set of findings, including: 1) A list of educational standards included (44) standard distributed on (6) axes which are (Standards related to the objectives of the virtual school, Standards related to administrative and supervisory functions, Standards related to the informational functions, Standards related to the educational process, Standards related to the communicative functions and Standards related to learning sources). 2) A list of technical specifications included (83) Specification distributed on (6) axes which are (The interface of the virtual School, interaction, Specifications of the interfaces elements of the virtual school, Specifications of browsing methods, Specification of assistance and guidance and research methods and Protection and security). In light of the findings of this study, the researcher presented a set of recommendations including: 1) The need to take into account the educational standards and technical specifications reached by the researcher at the virtual school’s design. 2) The adoption of the Ministry of Education to virtual school for the children of students on scholarships outside Saudi Arabia extensively and make improvement and development on them. 3) The need for periodic review of the educational standards and technical specifications of virtual school continuously in the light of developments.
