هدفت الدراسة الى الكشف عن درجة تطبيق معايير النموذج الأوربي لإدارة التميز والجودة في المدارس الثانوية بمدينة جدة، ومتطلباتها، ومعوقاتها، من وجهة نظر المعلمات والقائدات والتربويات. واعتمدت الدراسة على المنهج الوصفي المسحي لتحقيق اهدافها، وتم تطبيق الاستبانة على عينة عشوائية بسيطة قوامها (282) معلمة وعلى جميع القائدات التربويات وبلغ عددهن (99) قائدة تربوية. وأظهرت النتائج تطبيق معايير النموذج الأوربي لإدارة التميز والجودة في المدارس الثانوية بمدينة جدة من وجهة نظر المعلمات بدرجة متوسطة، وزن قائدات المدارس يوافقن بشدة على متطلبات تطبيق معايير النموذج الأوربي لإدارة التميز والجودة. كذلك وضحت النتائج ان قائدات المدارس يوافقن بشدة على وجود معوقات تطبيق معايير النموذج الأوربي لإدارة التميز والجودة في المدارس الثانوية بمدينة جدة. كما كشفت الدراسة عدم وجود فروق دالة إحصائيا في تقديرات المعلمات حول درجة تطبيق معايير معايير النموذج الأوربي لإدارة التميز والجودة، تعزى لاختلاف المؤهل العلمي. بينما وجدت فروق تعزى لاختلاف عدد سنوات الخبرة، كما كشفت عدم وجود فروق دالة إحصائيا في تقديرات القائدات التربويات حول متطلبات ومعوقات تطبيق معايير النموذج الأوربي لإدارة التميز والجودة، تعزى لاختلاف المؤهل العلمي والخبرة. وقد اوصت الدراسة بضرورة تكثيف إدارة التعليم للبرامج التدريبية الموجهة للقيادات التربوية في مجال تطبيق معايير النموذج الأوربي لإدارة التميز ، وزيادة اهتمام القادات المدرسية بتفعيل تطبيق معايير النموذج الأوربي لإدارة التميز، وتوفير القيادات المدرسية بيئة تنظيمية محفزة للإبداع والابتكار. This study aimed to measure the degree of applying the European Model for excellence and quality management standards, requirements and constrains in secondary public schools in Jeddah from the perspectives of teachers and educational leaders. This study adopted the descriptive-survey research design and utilized the survey (questionnaire) as a research tool to collect data from a randomly selected sample of (282) teachers and (99) educational leaders in the secondary schools in the city of Jeddah, Saudi Arabia. Findings of this research study showed that teachers moderately agree on the leaders’ application of the European Model for Excellence standards and Quality Management, and school leaders strongly agree about the requirements and constrains or obstacles of applying the European Model for Excellence standards and Quality Management in secondary schools in Jeddah. Further to that, findings revealed that there is no statistically significant difference at the level of (α=0.05) between the means of teachers’ responses about applying the European Model for Excellence Standards and Quality Management in secondary schools in Jeddah that can be referred to teachers’ academic qualification, while there was statistically significant difference referred to their years of experience. Findings also showed that there is no statistically significant difference at the level of (α=0.05) between the means of leaders ‘responses about the requirements and obstacles to applying the European Model for Excellence Standards and Quality Management referred to leaders’ academic qualification and years of experience. The study concluded with some recommendations the most important of which is to intensify the training programs provided to school leaders by the Education Department about applying the European Model Standards for Excellence Management, enhancing the vi interest of school leaders in activating the application of the European Model Standards for Excellence Management, and providing educational leaders with motivating organizational environment that stimulates creativity and innovation.
