وتأتي قضية الخصخصة في المملكة العربية السعودية ضممن إطار توجه الدولة لتحقيق رؤيتها التي تؤكد عمى أهمية الشريك الاستراتيجي في القطاع الخاص، ويفيد دارسة تجارب الدول في تجنب الأخطاء عند التنفيذ. وهدفت هذه الدارسة إلى بنماء أنموذج مقترح لخصخصة التعليم العام في ضوء التجارب العالمية وتطلعات رؤية 2030، والوقوف على مدى إمكانية تطبيقه، والتعرف على تجارب الدول المتقدمة في مجال خصخصة التعليم. استخدم البحث المنهج الوصفي التحليلي؛ ولتحقيق أهداف الدارسة تم استخدام الاستبانة لتقييم كل مرحلة من مراحل الأنموذج مع الاستفادة من المقترحات لتطوير كل مرحلة. وطبقت على عينة عشوائية بسيطة ممن قيادات تعليم جدة وقائدات المدارس الحكومية بمدينة جدة. وتكونت عينة الدارسة من (266) أي بنسبة (44%) من اجمالي مجتمع الدراسة وكان ذلك خلال الفصل الدراسي لعام 1441-1442 هـ. وياستخدام الأساليب الإحصائية المناسبة؛ انتهت الدراسة إلى عدة نتائج أهمها: صلاحية الأنموذج المقترح للتطبيق، تبني وزارة التعليم في المملكة للأنموذج المقترح عند البدء في تنفيذ المشروع. وفي ضوء ذلك؛ قدمت الدراسة عدًدا من التوصيات ومن أهمها: وضع دليل تنظيمي يوضح أنماط وآليات خصخصة التعليم، تبني مفهوم التجديد الذي يجمع بين الأصالة والرؤية المستقبلية لنظام التعليمي بما يخدم التحول الوطني ويحقق رؤية 2030. The privatization issue in Saudi Arabia is within the framework of the State to achieve its vision that emphasizes the importance of strategic partner in the private sector. The study of countries' experiences benefits errors. This study was aimed to building a proposed model for privatizing public education in the light of global experiences and vision aspirations 2030, also aimed at the extent to which it could be applied. This study also aimed to identify the experiences of developed countries in the area of privatization of education. The researcher adopted the analytical descriptive approach, and to achieve the objectives of the study, the questionnaires were used to assess each stage of the model with the benefit of proposals to develop each stage. and the questioning was applied to a simple random sample of Jeddah education leaders and government school leaders in Jeddah. The study was applied to a random sample consisted of (266) which (44%) of the total study community. This was done during the first semester of 1441-1442 Hijri Using appropriate statistical methods; The study ended several results: The validity of the proposed model of the application, adopt the model at the start of the Ministry of Education in the implementation of the project. In light of this; The study provided a number of recommendations and the most important: Put a regulatory manual shows patterns and mechanisms of privatization of education, and adopting the concept of renewal that combines originality and future vision of the educational system to serve the national transformation and achieve 2030 vision.
