The research goal is to build a measure of building a measure of administrative obstacles facing sports teams in the colleges of the University of Mosul from the viewpoint of their coaches for the (2020-2021) academic year. The research community included coaches of sports teams at the University of Mosul for the academic year (2020-2021), who were deliberately chosen to achieve the objectives of the research, and they numbered (200) coaches, as the researchers tried to use the comprehensive inventory method in selecting community members to achieve the research goals, and build an integrated scale. From all sides as for the research sample (the scale building sample), it was represented by the coaches of the sports teams at the University of Mosul for the academic year 2020/2021, as the answers of (170) coaches were obtained, after excluding the stability sample and the exploratory experience of the scale (they are the trainers of the College of Basic Education, Department of Physical Education And sports sciences), and some incomplete questionnaires for the answers, thus the percentage of the research sample reached (170) from the total research community. The scale reached its final form of (44) paragraphs, after deleting (12) paragraphs, according to the two extremist groups' methods and internal consistency. The researchers concluded the following: Building a measure of building a measure of administrative obstacles facing sports teams in the colleges of the University of Mosul from the point of view of their coaches, which consists of (44) items that are honest and steadfast. The researchers recommend the following: 1) Adopting the scale prepared in knowing the administrative obstacles facing sports teams at the University of Mosul from the viewpoint of the coaches of these sports teams at the University of Mosul. 2) Conducting a correlational study between the trainer's score in this scale prepared in this research and the ranking of sports teams according to the University of Mosul championship for college teams in all sports activities of the University Sports Unit.
