هدفت الدراسة إلى تقصي أسباب تراجع مستوى الوعي الثقافي لدى طلاب كليات التربية في مصر؛ إذ برغم محاولات الإصلاح التي شهدتها كليات التربية في الفترة ما بين (2018-1996م)؛ فإنها لم تؤت ثمارها المرجوة. تحقيقا لأهداف الدراسة، اتبع البحث المنهج الوصفي في تحليل مداخل إصلاح كليات التربية، وتوجهاتها، وفي تحليل مشروعات إصلاح كليات التربية في الفترة ما بين (2018-1996م)، وفي تحليل الأوضاع المجتمعية منذ بداية التسعينيات وحتى عام 2021م. كما اتبع المنهج التاريخي في تحليل نشأة كليات التربية، ونمط تطورها، كما استعانت الدراسة بالمنهج النقدي في تعريف غايات تلك التغيرات المجتمعية، وتداعياتها على تحقيق العدالة الاجتماعية كمبدأ أساس تستهدفه أي محاولة للإصلاح المجتمعي. خلصت الدراسة في نتائجها إلى أن مشروعات إصلاح كليات التربية التي شهدتها الفترة ما بين عامي (2018-1996م) لم تعن بتعزيز البعد الثقافي لدى الطالب المعلم على مستوى الممارسة؛ فيما نتاجه تدني قيم المواطنة، وثقافة الحوار لديه، وضعف ثقافته المدنية؛ وهو ما قد يعزى إلى أن مشروعات إصلاح كليات التربية لم تعن في أهدافها بتبني مشروع تنموي حضاري يلتف المجتمع حوله، إنما كانت مشروعات ممولة جاءت أهدافها موصوفة على أجندة البنك الدولي، ومؤسساته، وأجندة معهد الشرق الأوسط للتعليم العالي التابع للجامعة الأمريكية، والذين انحسرت غايتهم في تقليص النظام التتابعي الذي يعتمد -في الأساس- على الدراسات التربوية، والتوسع في النظام التكاملي؛ بدءا بالمرحلة الجامعية الأولى، وحتى مرحلة الدراسات العليا؛ بغية تقليل العناية بالبحوث التربوية، وقيمتها؛ فضلا عن تدعيم ثقافة آليات السوق في كليات التربية، التي تعظم من العناية بالأهداف الاقتصادية على حساب الأهداف الاجتماعية، وقد صارت تلك الثقافة موجهة لمؤسسات المجتمع كافة. The aim of the study is to explore the reasons for the decline in the level of cultural awareness among the students of the faculties of education. Despite attempts to reform the faculties of education between: (2018-1996) they have not yielded the desired results. In order to achieve the objectives of the study, the prescriptive curriculum has been followed in analyzing the entry points and directions of the reform of the faculties of education by analyzing the projects of the reform of the faculties of education between 1996-2018 and analyzing the societal conditions from the beginning of the 1990s to 2021. The historical curriculum has been used to analyze the formation and evolution of schools of education. The study has also used the critical curriculum to identify the goals of these societal changes and their implications for social justice as a core principle for any attempt at societal reform. In its findings, the study concluded that the projects to reform the faculties of education that took place between 1996 and 2018 were not concerned with strengthening the cultural dimension of the student's teacher in practice. The result is low citizenship values, a culture of dialogue and a weak civic culture. This may be due to the fact that projects to reform the faculties of education have not been undertaken. To adopt a civilized development project around which the society wraps, but it was funded projects whose objectives were described on the agenda of the World Bank, its institutions, and the agenda of the Middle East Institute of Higher Education of American University, whose aim was to reduce the successive system, which relied primarily on educational studies, and to expand the integration system from undergraduate to postgraduate. In order to reduce the care and value of educational research as well as strengthening the culture of market mechanisms in colleges of education, which maximize the attention to economic objectives at the expense of social goals, this culture has become a target for all institutions of society.
