هدفت الدراسة تعرف على معوقات الإبداع الإداري لدى موظفي وزارة التربية والتعليم الأردنية ودراسة أثر المتغيرات (الجنس، والمؤهل العلمي، وسنوات الخدمة، المسمى الوظيفي) في معوقات الإبداع الإداري. واستخدمت الدراسة المنهج الوصفي التحليلي، ولتحقيق هدف الدراسة فقد تم تطوير استبانة مكونة من (20) فقرة. تكونت عينة الدراسة من (145) موظفاً وموظفة من موظفي وزارة التربية والتعليم تم اختيارهم بالطريقة العشوائية المنتظمة. وأظهرت نتائج الدراسة أن معوقات الإبداع الإداري لدى موظفي وزارة التربية والتعليم الأردنية ككل جاءت بدرجة تقدير متوسطة، وجاءت (المعوقات التنظيمية) بدرجة تقدير مرتفعة، وجاءت (المعوقات الدافعية، والمعوقات العقلية، والمعوقات الانفعالية) بدرجة تقدير متوسطة، كما أظهرت النتائج عدم وجود فروق دالة إحصائيًا بين تقديرات الأفراد تُعزّى لاختلاف الجنس، ووجود فروق دالة إحصائيًا بين متوسطات تقديرات الأفراد ككل تُعزى لاختلاف المؤهل العلمي، وكانت الفروق لصالح أفراد المؤهل العلمي (بكالوريوس)، ووجود فروق دالة إحصائيًا بين تقديرات الأفراد تُعزى لاختلاف سنوات الخدمة لصالح أفراد سنوات الخدمة (10 سنوات فأكثر). ووجود فروق دالة إحصائيًا بين تقديرات الأفراد تُعزى لاختلاف المُسّمى الوظيفي لصالح أفراد المسمى الوظيفي (عضو قسم). The study aimed to identify the obstacles to administrative creativity among the employees of the Jordanian Ministry of Education and to study the impact of the variables (gender, academic qualification, years of service, job title) on the obstacles to administrative creativity. The study used descriptive analytical methodology, and to achieve the goal of the study, a questionnaire consisting of (20) items was developed. The study sample consisted of (145) male and female employees of the Ministry of Education, who were selected by the systematic random method. The results of the study showed that the obstacles to administrative creativity among the employees of the Jordanian Ministry of Education as a whole came with a medium degree of assessment, and (organizational obstacles) came with a high degree of assessment, and (motivational obstacles, mental obstacles, and emotional obstacles) came with a medium rating, and the results showed that there were no statistically significant differences between the estimates of individuals due to the difference of sex, and the presence of statistically significant differences between the means of the estimates of individuals as a whole due to the difference in the educational qualification, and the differences were in favor of the individuals with the academic qualification (Bachelor's), and the presence of statistically significant differences between the estimates of individuals due to the difference in the years of service in favor of the individuals of the service years (10 years). and more). And there are statistically significant differences between individuals' estimates due to the difference in job title in favor of job title members (department member). (Published abstract)
