هدفت الدراسة تقديم "مراجعة تحليلية نقدية" للأدبيات التي أبرزت ملامح نظام الساعات المعتمدة، ورصدت السلبيات والانتقادات التي وُجهت إليه، كما تبدى ذلك من قبل بعض الدراسات والتقارير الأمريكية الصادرة عن الجهات الرسمية، إضافة إلى الدراسات التي تناولت الوضع الراهن لهذا النظام والمشكلات التي يعاني منها في الجامعات المصرية. وبناءً عليه، هدفت الدراسة في الجزء الثاني منها إلى البحث عن بديل " مُعتمد فعلياً " في نظم التعليم المتقدمة، يُعالج العيوب والمثالب التي تكتنف نظام الساعات المعتمدة، وتقديم رؤية مقترحة لكيفية الأخذ به، وتطبيقه في التعليم الجامعي المصري. وانتهت الدراسة إلى نتيجة مؤداها: إن تطبيق نظام النقاط الأوروبي كبديل لنظام الساعات المعتمدة، مع ضرورة توافر مجموعة من المتطلبات القبلية كضمانات لنجاحه، هو البديل الأمثل، والأصوب. لقد استعانت الدراسة بالمنهج الوصفي في رصد وتحليل الفوائد والمميزات التي تشجع علي تطبيقه كبديل لنظام الساعات المعتمدة من خلال الإفادة من الأدبيات التربوية الحديثة، واقتراح المتطلبات القبلية في المجال التشريعي والسياسة التعليمية، والمجال التنظيمي، والتعليمي، والبنية التحتية، علَّ من أبرزها: إعادة النظر في بعض أحكام قانون تنظيم الجامعات الحالي أو حذفها بما يتناسب مع تطبيق نظام النقاط الأوروبي، وتعزيز استقلالية الجامعات بما يمكنها من اختيار نظام التدريس الذي يلائمها في ضوء ضوابط مرنة ، والعمل على تأهيل الكوادر البشرية اللازمة لتطبيق نظام الساعات الأوروبي كمًا وكيفًا مع تحديد تبعية تلك الكوادر بشكل واضح ودقيق لجهة إدارية أو أكاديمية ما منعًا لازدواجية الأدوار وضمان الإشراف الإداري السليم وتحقيق المساءلة والمحاسبية بشفافية فيما أُسند إليهم من أدوار ومهام، وأخيراً : إعادة هيكلة البرامج والمقررات الدراسية، مع إتاحة مساحة أكبر للجوانب المهارية والعملية التي يتلقاها الطلاب مقابل الجوانب المعرفية، وربطها بمتطلبات سوق العمل وتحقيق التنمية المستدامة. The study aimed to provide a "critical analytical review" of the literature that highlighted the features of the credit hours system, and monitored the negatives and criticisms that were directed against it, as evidenced by some American studies and reports issued by the official authorities, in addition to studies that dealt with the current situation of this system and the problems it suffers from in Egyptian universities. Accordingly, the second part of the study aimed to search for an "already approved" alternative in advanced education systems that addresses the flaws in the credit hours system, and to provide a proposed vision of how to adopt it and apply it in Egyptian university education. The study concluded that: The application of the European Credit Transfer and Accumulation System (ECTS) as an alternative to the credit hours system, with the need for a set of prerequisites as guarantees of its success, is the best and most correct alternative. The study used the descriptive approach in monitoring and analyzing the benefits and advantages that encourage its application as an alternative to the European Credit Transfer and Accumulation System by taking advantage of modern educational literature, proposing the prerequisites in the legislative field and educational policy, the organizational field, education, and infrastructure, perhaps the most prominent of which is: reconsidering some of the provisions of the current Universities Organization Law or deleting them in line with the application of the European points system, enhancing the independence of universities to enable them to choose the teaching system that suits them in the light of flexible controls, aligning the human cadres necessary for the application of ECTS in quantity and quality, and finally : restructuring programs and curricula, while allowing more space for the skill and practical aspects received by students against the knowledge aspects, and linking them to the requirements of the labor market and achieving sustainable development.
