هدفت الدراسة التعرف إلى درجة تطبيق تعليمات وحدة الجودة والمساءلة وعلاقتها بتنمية المهارات الإدارية من وجهة نظر مدري المدارس، والكشف عن الفروق بين تقديرات أفراد العينة لأثر تطبيق هذه التعليمات في تنمية المهارات الإدارية من وجهة نظرهم، ولتحقيق أهداف الدراسة تم اعتماد المنهج الوصفي المسحي، حيث طور الباحث إستبانة مكونه من (40) فقرة، توزعت في أربع مجالات. طبقت الاستبانة على عينة الدراسة بطريقة قصدية، والتي بلغ عددها (80) مديراً ومديرة من مدراي المدارس الحكومية في لواء الرصيفة. وتوصلت الدراسة لعدة نتائج أهمها: أن درجة تطبيق تعليمات وحدة الجودة والمساءلة في تنمية المهارات الإدارية من وجهة نظر مديري المدارس، جاء بدرجة متوسطة بلغت (3.03)، وحصلت جميع المجالات المعبرة عن تطبيق تعليمات وحدة جودة التعليم والمساءلة وعلاقتها في تنمية المهارات الإدارية على متوسطات بدرجات متوسطة، وقد حصل مجال "المدرسة والمجتمع" على أعلاها من بين التقديرات، ومجال "بيئة الطالب" على أدناها، كما أظهرت النتائج عدم وجود فروق ذات دالة إحصائية عند مستوى الدالة(α≤0.05) بين تقديرات أفراد العينة لدرجة تطبيق تعليمات وحدة الجودة والمساءلة وعلاقتها في تنمية المهارات الإدارية لدى مديري المدارس الحكومية في تربية لواء الرصيفة تعزى لمتغيرات النوع الاجتماعي، والمؤهل العلمي، والخبرة. وأوصت الدراسة بضرورة نشر تعليمات وحدة جودة التعليم والمساءلة وتطبيقها في المدارس الحكومية. This study aims to investigate the degree of application of instructions of quality and accountability unit and its relationship to the development of administrative skills from the point of view of school principals.And to reveal the differences between the estimates of the sample members of the impact of applying these instructions on developing administrative skills from their point of view. The questionnaire was applied to the study sample in an intentional manner, which included (80) principals from the public schools in Rusifa District. The study reached several results, the most important of which is the degree of application of the instructions of quality and accountability unit in the development of administrative skills from the point of view of school principals, came to a medium degree of (3.03). Moreover, all areas expressing the application of the instructions of quality and accountability unit and their relationship in the development of administrative skills obtained averages of medium degrees, the field of “School and Society” is the highest among the estimates, and the “student environment” is the lowest. The results also showed that there were no statistically significant differences at the level of the function (α≤0.05) between the sample members’ estimates of the degree of application of quality and accountability unit instructions.In addition, its relationship in developing the administrative skills of principals of public schools in the education of Rusaifa district attributed to the variables of gender, educational qualification and experience.
