هدفت الدراسة إلى التعرف على معوقات تحقق التنمية المهنية المستدامة لمعلمي الحلقة الأولى من التعليم الأساسي، واستخدمت الدراسة المنهج الوصفي، وتم استخدام الاستبانة كأداة لجمع البيانات، وتكونت العينة من (771) فردًا، من الموجهين والمديرين ومسئولي التدريب ومعلمي الحلقة الأولى من التعليم الأساسي بمحافظة الشرقية. وقد توصلت الدراسة إلى مجموعة من النتائج، من أهمها ما يلي: يوجد العديد من المعوقات لتفعيل التنمية المهنية ومنها: صعوبة تحقق أهدافها أثناء جائحة (كوفيد-19)، وغياب الخطة التدريبية الاستراتيجية، وإغفال برامج التنمية المهنية للاحتياجات التدريبية الفعلية للمعلمين، وقصور البرامج التدريبية العلاجية، والبرامج التأهيلية عن بعد، وكثرة الأعباء الوظيفية للمعلمين، وقلة الحوافز المادية والمعنوية الداعمة للتنمية المهنية، وقلة برامج متابعة وتقييم مدى تطور أداء معلمي الحلقة الأولى من التعليم الأساسي. وانتهت الدراسة بوضع تصور مقترح للتغلب على معوقات التنمية المهنية المستدامة لمعلمي الحلقة الأولى من التعليم الأساسي ومن أهم مكوناته، ما يلي: إعادة هيكلة وحدة التدريب والقياس والجودة وتسميتها وحدة التنمية المهنية المستدامة للمعلمين وربطها بالأكاديمية المهنية للمعلمين، والاهتمام بتجهيز قاعات التدريب بالإنترنت والتقنيات التكنولوجية الحديثة، وتخفيف الأعباء الوظيفية للمعلمين، والاهتمام بالتغذية الراجعة، وزيادة الحوافز المادية والمعنوية الداعمة للتنمية المهنية للمعلمين، وبناء قاعدة بيانات حول خبرات وتجارب المعلمين في الدورات التدريبية. The study aimed to identify the reality of achieving sustainable professional development of 1st phase Basic Education teachers. The study used the descriptive approach. The questionnaire was used as an instrument for data collection. The sample consisted of (771) including supervisors, managers, training responsible and teachers of 1st phase basic education. The study reached several results. The most important ones are as follows: There are many obstacles in activating professional development, including; the difficulty of achieving its goals during the (Covid-19) pandemic, the absence of a long-term training plan, the lack of interest to managing intellectual capital when planning professional development programs, professional development programs neglects the actual training needs of teachers, the inadequacy of programs therapeutic training, distance rehabilitation programs, high job burdens for teachers, less supportive financials and moral incentives, less follow-up and evaluation programs for the development of the performance of teachers of the first cycle of basic education. The study ended with sustainable professional development of 1st phase Basic Education teachers in light of intellectual capital management approach. The study concluded: Restructuring the training, measurement and quality unit and renaming it the sustainable professional development unit for teachers and linking it to the professional academy for teachers, paying attention to equip training rooms with the internet, and modern technological techniques, reducing job burdens and paying attention to feedback, increasing financial and moral incentives that support professional development for teachers, building a database on the experiences of teachers in training courses.
