هدف البحث إلى معرفة واقع الخطة التربوية الفردية ومعوقاتها، ووضع تصور مقترح للتغلب على تلك المعوقات، وضع تصور مقترح لتفعيل الخطة التربوية الفردية بمعاهد ومدارس التربية العقلية بمنطقة القصيم، والذي يساعد في إنجاح عملية تعلم المعاقين عقليا فئة القابلين للتعلم، ولتحقيق ذلك تم استخدام المنهج الوصفي لرصد واقع الخطة التربوية الفردية ومعوقاتها التي تناولتها الأدبيات المتوفرة. واتضح للباحث إمكانية تجميع تلك المعوقات في مجالين الإداري، والفني) .وذلك على عينة مكونة من 100 معلم –تخصص إعاقة عقلية - بمنطقة القصيم حيث طبق عليهم استبانة واقع ومعوقات الخطة التربوية الفردية، وأظهرت النتائج بالنسبة لواقع الخطة التربوية الفردية فيما يتعلق بالمعلم: أن متوسط استجابات معلمي ذوى الإعاقة العقلية على واقع الخطة التربوية الفردية قد بلغ (2.48)، والانحراف المعياري (0.53) ، أما بالنسبة لواقع الخطة التربوية الفردية فيما يتعلق بالإدارة المدرسية: يتضح أن متوسط استجابات معلمي ذوى الإعاقة العقلية على واقع دور الإدارة المدرسية في إعداد الخطة التربوية الفردية قد بلغ (2.39)، والانحراف المعياري (0.52) ،أما بالنسبة لواقع الخطة التربوية الفردية فيما يتعلق بالإدارة التعليمية يتضح أن متوسط استجابات معلمي ذوى الإعاقة العقلية على واقع دور الإدارة التعليمية في إعداد الخطة التربوية الفردية قد بلغ (2.25)، والانحراف المعياري (0.59)، لا توجد فروق دالة إحصائياً في تقييم معلمي الإعاقة العقلية لواقع الخطة التربوية الفردية بمعاهد ومدارس التربية العقلية بمنطقة القصيم في ضوء سنوات الخبرة، لا توجد فروق دالة إحصائياً في تقييم معلمي الإعاقة العقلية لمعوقات الخطة التربوية الفردية بمعاهد ومدارس التربية العقلية بمنطقة القصيم في ضوء سنوات الخبرة. This research aims to find out the state of the art of the individual educational plan in the institutes and schools of Intellectual Education in Al- Qassim and its obstacles and putting forward a proposal to overcome those obstacles. Further, the study suggests an approach to activate the individual educational, which contributes to the success of the learning process of the mentally retarded, particularly those capable of learning. And to achieve this, the researcher has used the descriptive method. Obstacles have been classifying into two categories: administrative and technical. The study sample consists of 100 teachers – specialized in mental retardation –in AL - Qassim region. A questionnaire, designed by the researcher, has been administered. The data collected has been processed using SPSS. Results show an average of 2.48 and a standard deviation of 0.53 for the responses of the teachers of the disabled to the individual educational plan. With respect to the role of the school administration in preparing the individual educational plan, results indicate that the average of the responses of the teachers of the disabled is 2.39 with 0.52 as standard deviation. Regarding the role of Education Management in setting educational individual plan, results show that the average of teachers’ responses is 2.25 with a standard deviation of 0.59. Thus, there do not seem to be statistically significant differences in the evaluation of the teachers of mental retardation for the obstacles related to the individual educational plan at the institutes and schools of Intellectual Education in Al-Qassim region. Based on years of experience, the researcher has come advances a proposal to activate the individual educational plan in institutes and schools of Intellectual Education in AL-Qassim region.
