يهدف البحث الحالي إلى التعرف على واقع الإدارة بالتفويض لدى وكيلات الكليات بجامعة القصيم، كمدخل لفاعلية اتخاذ القرار. ولتحقيق أهداف البحث تم استخدام المنهج الوصفي، وتم تطبيق استبانة على أفراد المجتمع الأصلي من وكيلات الكليات بجامعة القصيم وعددهن (22) وكيلة، وتوصلت النتائج إلى أهم مميزات الإدارة بالتفويض في فاعلية اتخاذ القرار مثل (زيادة الدافعية وتحمل المسؤولية، تحليل مواقف العمل لاتخاذ القرار المناسب، ديمقراطية الإدارة وانسيابية العمل، الاستقلال الإداري)، كما أشارت النتائج إلى أهم صلاحيات التفويض لوكيلات الكليات بجامعة القصيم مثل: (وضع الخطط والبرامج الكفيلة بتطوير الأداء، تشكيل واعتماد لجان الأنشطة الطلابية بالكلية، الرفع باحتياجات الكلية من التجهيزات، عقد الاجتماعات، إصدار القرارات الداخلية التي يقتضيها سير العمل)، وأشارت النتائج أيضا إلى معوقات الإدارة بالتفويض مثل (نقص البيانات والمعلومات، ضعف نظام الحوافز، ضعف ارتباط السلطة المفوضة بقدرات وخبرات الوكيلة، قلة الإلمام بقواعد التفويض وشروطه، ضعف المشاركة في اتخاذ القرار). كما أشارت النتائج إلى عدم وجود فروق ذات دلالة إحصائية عند مستوى 0.05 لدور الإدارة بالتفويض في فاعلية اتخاذ القرار وفق متغير نوع الكلية والدرجة العلمية، بينما يوجد فروق دالة إحصائية وفق متغير سنوات الخبرة. The research aims to this Recognize the reality of Administration authorizing at vice dean in Qassim university, as entrance to effective decision- taking. To achieve the objectives of the research were used descriptive approach, It was applied a questionnaire to individuals the original community of vice dean in Qassim university colleges and their number (22). Results come to the most important advantages of administration authorizing In the effectiveness of decision- taking such as (Increase motivation and take responsibility, Analysis of the positions of work to take the appropriate decision, Democratic administration and the smooth flow of work, Administrative independence), The results also indicated that the most important powers of the authority for vice dean at Qassim university such as (Drawing up plans and programs to develop performance, formation of committees and the adoption of student activities in the college, lifting the needs of the college of equipment, hold meetings, The issuance of internal decisions as required by progress of work). The results also to obstacles to administration authorizing such as (lack of data and information, The weakness of incentive system, the weakness of the authority delegated link by vice dean capabilities and experiences, lack knowledge of the rules of authorization and conditions, Lack of participation in decision-taking). The results also indicate There were no statistically significant differences at the 0.05 level to the role of administration authorizing in the effectiveness of decision-taking according to variable type of college and degree, while there are significant differences according to Years experience.
