يهدف البحث إلى التعرف على واقع إدارة التمكين الإداري لدى عمداء الكليات الحكومية في محافظة بغداد من وجهة نظر رؤساء الأقسام العلمية. لتحقيق أهداف البحث، قامت الباحثة ببناء مقياس إدارة التمكين الإداري، والذي تكون من أربع مجالات (46) فقرة بصيغة النهائية. بلغت عينة البحث (396) رئيس قسم في الكليات الحكومية في محافظة بغداد. ولغرض معالجة البيانات، تم استعمال مجموعة من الوسائل الإحصائية المناسبة وهي اختبار مربع كأي، معامل ارتباط بيرسون، معادلة ألفاكرونباخ، الاختبار التائي لعينة واحدة، تحليل التباين الثنائي.
