هدفت الدراسة إلى التحديث الإداري لدى رؤساء أقسام معاهد التعليم التقني في محافظة بغداد. تم صياغة أهداف البحث للتعرف على: 1) مستوى التحديث الإداري لدى رؤساء أقسام معاهد التعليم التقني في محافظة بغداد من وجهة نظر أعضاء الهيئة التدريسية. 2) الفروق ذات الدلالة الإحصائية في مستوى التحديث الإداري لدى رؤساء أقسام معاهد التعليم التقني من وجهة نظر أعضاء الهيئة التدريسية. تبعا للمتغيرين: 1) الجنس. 2) اللقب العلمي. يتحدد البحث بأعضاء الهيئة التدريسية لمعاهد هيئة التعليم التقني، للعام الدراسي (2021-2022). The research aims to identify (administrative modernization and its relationship to organizational commitment among the heads of the technical education institutes in Baghdad governorate), so the objectives of the research were formulated to identify: 1) The level of administrative modernization among the heads of departments of technical education institutes in the province of Baghdad from the point of view of the faculty members. 2) Statistically significant differences in the level of administrative modernization among the heads of departments of institutes of technical education from the point of view of the faculty members, according to the variable: a) sex. b) scientific title. 3) The statistically significant differences in the level of organizational commitment among the heads of departments of technical education institutes in the province of Baghdad from the point of view of the faculty members according to the following variables: a) gender. b) scientific title). The research is determined by the faculty members of the institutes of the technical education authority, for the academic year (2021-2022). The research consists of (548) faculty members of the institutes of the Technical Education Authority for the year (2022-2021). The sample was chosen by the stratified random method, which consisted of (274) teachers and a percentage of (50%) of the original population. The researcher used the correlative descriptive method as a method of study. In order to achieve the objectives of the research, two scales were built, as the first scale (administrative modernization) included four areas (administrative innovation - 8 paragraphs), (change management - 8 paragraphs), (administrative empowerment - 8 paragraphs) and (administrative engineering 8 paragraphs) and thus became the statistical means: The following statistical methods were used: (arithmetic means, standard deviation, t-test for one sample, t-selection for two independent eyes, Pearson correlation coefficient, Facronbach equation, Scheffe equation). The research came out with a set of conclusions, recommendations and suggestions. Conclusions: 1) The heads of the departments of the institutes of the technical education authority in the province of Baghdad are keeping pace with the administrative modernization at work. 2) It was found that the heads of the departments of the institutes of the Technical Education Authority enjoy organizational commitment, and this is reflected in the love and commitment of the heads of departments to their work and their departments. 3) There is a statistically significant correlation between administrative modernization and organizational commitment. Recommendations: 1) The necessity of emphasizing the continuation of the development and modernization approach among department heads to raise the scientific and administrative level in higher education institutions. 2) Making a brochure that includes the mechanisms of administrative modernization for the departments to be viewed as an official guide. 3) Delegating the administrative staff, including the heads of departments, outside Iraq to attend various scientific activities in a way that contributes to the development of administrative capabilities and enhances and keeps pace with administrative modernization. In light of the research results, the researcher suggests the following: 1) Conducting a study to find out the relationship between administrative modernization and organizational commitment at the level of Iraqi universities in the province of Baghdad. 2) Conducting a study on administrative modernization and its relationship to organizational identity in the institutes of the technical education authority.
