The research aims to study the effectiveness of using effective learning strategies in developing higher thinking skills, and to verify this goal, a measure of higher thinking skills was constructed that contains 31 situations to measure (6) skills, which are: identifying the main cause of the problem, predicting hypotheses, analyzing wrong actions, evaluating Discussions, reaching appropriate conclusions, providing logical explanations, and a measure of effective learning strategies in two forms: The first is presented to students containing 37 items divided into two dimensions; The first: personality skills, it contains 16 items, and the second: abilities and skills of cognitive and performance; it contains 21 items, and the second is provided to teachers; contains 33 items, the validity and reliability were calculated, the research sample amounted to 240 male and female students, 14 teachers for different academic courses in Muscat Governorate. The descriptive approach was used, and the results ended with: The higher thinking skills of the tenth grade students in Muscat are low, except for the skill of predicting hypotheses, there is a statistically significant effect of teachers' use of effective learning strategies on the higher thinking skills of their students, There are no differences between male and female students in skills: identifying the main cause of the problem, evaluating discussions, reaching appropriate conclusions, providing logical explanations, and the overall degree of thinking skills, while there are statistically significant differences between male and female students in: prediction of hypotheses in favor of female, analysis of wrong actions in favor of male, there is a statistically significant effect of the subject type (Arabic language - Islamic education - mathematics - general sciences - social studies) on higher thinking skills, and Students 'scores in higher-order thinking skills can be predicted through the use of their teachers' use of effective learning strategies. The research recommended reviewing and developing the curricula of Faculties of Education, to provide graduates who are able to teach according to effective learning strategies. (Published abstract)
