The aim of the current research is to identify the theoretical and conceptual framework of moral values, to reveal the nature and objectives of basic education in Egypt, to identify the most important causes of the spread of the phenomenon of electronic bullying, to determine the requirements for developing moral values among students of basic education to confront the phenomenon of electronic bullying. The current research used the descriptive search method, and among the most important findings of the research: Ethical values are necessary to achieve social cohesion and harmony to achieve strong social renaissance. Ethics and the virtuous values it contains are the basis for spiritual progress, advancement, and human civilization, and they transform a person into what is better and higher. Moral education aims to bring about a change in the behavior of the individual, whether that is by accustoming him to integrity from childhood until his behavior becomes disciplined by virtue of habit because whoever grew up on something is young on him. Among the most important causes of the spread of electronic bullying violent electronic games, the spread of violent films, violent cartoons, educational defects in some families, the spread of wrestling channels, domestic and societal violence. One of the most important requirements for developing moral values among students of basic education to confront the phenomenon of cyberbullying: Establishing legislations and policies aimed at strengthening the moral values of students, educating students about the ways in which bullying can be prosecuted electronically, training school administration and teachers on solving dealing with students' electronic problems Developing students' skill of positive interaction through social networks.
