استهدف البحث تحليل ونقد الخطة الاستراتيجية لجامعة الزقازيق (2013-2022). واستخدم البحث المنهج الوصفي التحليلي بالإضافة إلى استخدام المنهج النقدي، حيث تناول ماهية التخطيط الاستراتيجي، وتحديد أهم منطلقات النقد الواجب مراعاتها عند نقد الخطة الاستراتيجية للجامعة، وتحديد أهم المعايير العلمية التي انطلقت منها عملية نقد الخطة الاستراتيجية، وأخيرا فقد تم تحليل ونقد مضمون الخطة الاستراتيجية لجامعة الزقازيق في ضوء جملة المعايير السابق تحديدها. وقد شمل التحليل والنقد عدة جوانب بدأت بتحديد إلى أي درجة تنطلق الخطة من الأهداف والمبادئ العامة للتعليم الجامعي، ثم تحديد مدى مراعاة الخطة الاستراتيجية للنواحي الشكلية التي نص عليها العلم في بناء الخطط الاستراتيجية للجامعات، ومدى التزام الخطة بالمنهجية العلمية المحددة لبناء الخطط الاستراتيجية. وتوصل البحث في ضوء معايير النقد إلى جملة من النتائج أهمها وجود العديد من القصور في بنية الخطة الاستراتيجية ومنهجيتها العلمية، كما كشف النقد عن مراعاة بعض الشروط الشكلية والفنية في إعدادها. The research aimed to analyze and critique the strategic plan of Zagazig University (2013-2022). The research used the descriptive-analytical methodology in addition to the use of the critical methodology, as it dealt with the nature of strategic planning, identifying the most important points of criticism to be taken into account when criticizing the university’s strategic plan, and determining the most important scientific criteria from which the process of criticizing the strategic plan was launched, and finally, the content of. Zagazig University strategic plan was analyzed and critiqued in light of the previous set of criteria. The analysis and criticism included several aspects, starting with determining the degree to which the plan is based on the general objectives and principles of university education, then determining the extent to which the strategic plan takes into account the formal aspects stipulated by science in building strategic plans for universities, and the extent to which the plan adheres to the specific scientific methodology for building strategic plans. In light of the criticism criteria, the research reached a number of results, the most important of which is the presence of many shortcomings in the structure of the strategic plan and its scientific methodology. The criticism also revealed that some formal and technical conditions were taken into account in its preparation. (Published abstract)
