هدفت الدراسة إلى قراءة تحليلية عن دور المعلم في التعليم العام في تنمية قيم التربية المدنية، والمعوقات التي تواجهه في ذلك، مع تقديم بعض الأفكار التربوية لتحقيق ذلك، حيث تم اختيار عينة قصدية من المعلمين والمعلمات بمنطقة القصيم وعددهم (14) معلما ومعلمة، وتم إجراء مقابلة شبه مقننة معهم. توصلت الدراسة إلى وجود ضعف عام لدى المعلمين تجاه تنمية قيم التربية المدنية لدى طلابهم، وذلك لأسباب متعددة من أبرزها غياب قيم التربية المدنية في برامج إعداد المعلم في كليات التربية، وكثافة مفردات المنهج الدراسي مما يعيق المعلم عند محاولة تنميتها لديهم، وضعف إدراج قيم التربية المدنية في المناهج وتركيزها على جانبي التلقين والحفظ مما يجعلها غير مناسبة للأنشطة الإثرائية، وضعف ثقافة مؤسسات المجتمع بوجه عام والأسرة بوجه خاص في تعزير هذه القيم، مما ينعكس على دور المعلمين عند محاولة تنمية قيم التربية المدنية لدى طلابهم. خلصت الدراسة إلى ضرورة تبني أدوار تربوية لتنمية قيم التربية المدنية، واقترحت في ذلك أربعة أدوار رئيسة، هي الدور البنائي والتوعوي والتكاملي والتحفيزي. The study aimed to analytically assess the role of the teacher in public education in developing the values of civic education and the obstacles that face him in that, while presenting some educational ideas to accomplish his goal through conducting a semi-structured interview with them. The study deduced that there is a general weakness among teachers in the development of civic education values among their students. For several reasons, most notably the absence of civic education values in teacher preparation programs in the colleges of education, the intensity of the curriculum vocabulary, which hinders the teacher from developing civic values, as well as lack of incorporating civic values into the curriculum and focusing on memorization and indoctrination, which is unsuitable for enriching activities, and the weakness of public institutions which negatively reflects on the role of the teacher in developing civic values in his students. The study concluded the need to adopt educational roles to develop the values of civic education, and suggested four main roles, namely, the constructive, awareness, integrative and motivating role.
