هدفت الدراسة إلى الكشف عن معوقات تفعيل دور المكتبات المدرسية في تنمية مهارات القراءة لدى طلاب وطالبات المرحل الابتدائي من وجهة نظر أمناء وأمينات مراكز مصادر التعلم في ضوء متطلبات اختبارات Pirls الدولية. اعتمدت الدراسة على المنهج الوصفي التحليلي، وتم تطبيق استبان على عينة عشوائية بسيطة قوامها (224) وتم تحليل البيانات باستخدام عدد من الأساليب الإحصائية، أهمها: المتوسطات الحسابية واختبار اختبار (ت) Independent Samples Test واختبار تحليل التباين أحادي الاتجاه (ANOVA). وأظهرت النتائج أن المعوقات التي تحول دون تفعيل دور المكتبات المدرسية في تنمية المهارات القرائية في ضوء اختبارات Pirls بدرجة كبيرة ومتوسط حسابي (4.08) حيث أتت في المقدمة المعوقات المتعلقة بالطالب، وتمثلت أكبر المعوقات المتعلقة به في اعتماده على الكتاب المدرسي فقط في تحصيل المعلومات، يليها المعوقات المتعلقة بالإمكانات المادية والفنية، وتمثلت أكبر المعوقات المتعلقة بالإمكانيات المادية والفنية في ندرة وجود ركن مكتبة مدرسية في غرفة الصف الدراسي، ثم المعوقات المتعلقة بالنظام التعليمي، وتمثلت أكبر المعوقات المتعلقة بالنظام التعليمي في ندرة تقديم القراءة كمجال منفصل عن المنهج الدراسي. وأخيرا جاءت المعوقات المتعلقة بالمعلم في المرتبة الأخيرة، وتمثلت أكبر المعوقات المتعلقة بالمعلم في ندرة تدريب المعلم في استغلال المصادر المكتبية. كما قدمت الباحثة تصورا مقترحا لتفعيل دور المكتبات المدرسية في تنمية مهارات القراءة لدى طلاب وطالبات المرحلة الابتدائية في ضوء متطلبات اختبارات Pirls الدولية. The study aimed to reveal the obstacles of activating the role of school libraries in developing the reading skills of primary school students from the point of view of the trustees of learning resource centers considering the requirements of the international Pirls tests. A questionnaire was applied to a simple random sample of (224) secretaries of the learning resource center. The data was analyzed using several statistical methods, the most important of which are: arithmetic averages, independent samples t-test and one-way analysis of variance (ANOVA). The results showed that the obstacles that prevent activating the role of the school library in the development of reading skills in the light of the Pirls tests were to a large degree and an arithmetic average (4.08) related to the student came to the fore. The biggest obstacles related to the student were the student's reliance on the textbook only in obtaining information, followed by the obstacles related to the material and technical capabilities, then the obstacles related to the educational system, The biggest obstacle related to the educational system was the scarcity of reading as an area separate from the curriculum and finally. The obstacles related to the teacher came last. The biggest obstacles related to the teacher were the scarcity of teacher training in the exploitation of library resources. The biggest obstacles related to financial and technical capabilities were the scarcity of a school library corner in the classroom. The researcher also presented a proposed conception to activate the role of school libraries in developing reading skills for male and female primary school students considering the requirements of the international Pirls tests.
