هدف البحث التعرف إلى درجة توافر الكفايات الإشرافية لدى المشرفين التربويين وعلاقتها بالأداء المتميز من وجهة نظر مديري مدارس المحافظات الشمالية في فلسطين، في ضوء المتغيرات المستقلة (المؤهل العلمي، والتخصص، وسنوات الخبرة الإدارية). استخدم المنهج الوصفي الارتباطي، وتكونت عينة البحث من (319) من مديري المدارس الحكومية خلال العام (2020-2021). صممت استبانة مكونة من محورين هما الكفايات الإشرافية، والأداء المتميز. أظهرت نتائج البحث أن درجة توافر الكفايات الإشرافية لدى المشرفين التربويين من وجهة نظر مديري مدارس المحافظات الشمالية جاءت متوسطة، وذلك بدلالة المتوسط الحسابي الذي بلغ (3.63)، وأن درجة توافر مجال الكفايات المعرفية لدى المشرفين التربويين من وجهة نظر مديري مدارس المحافظات الشمالية جاءت مرتفعة. وبينت النتائج أن مستوى توافر الأداء المتميز لدى المشرفين التربويين من وجهة نظر مديري مدارس المحافظات الشمالية جاءت مرتفعة، كذلك أظهرت النتائج أنه لا توجد فروق ذات دلالة إحصائية عند مستوى الدلالة (α≤0.05) في متوسطات درجة توافر الكفايات الإشرافية لدى المشرفين التربويين من وجهة نظر مديري مدارس المحافظات الشمالية في فلسطين. كما أشارت النتائج إلى وجود علاقة خطية موجبة وقوية بين درجة توافر الكفايات الإشرافية للمشرفين التربويين، ومستوى الأداء المتميز، من وجهة نظر مديري مدارس المحافظات الشمالية في فلسطين، إذ بلغ معامل الارتباط بينهما (0.78) مما يعني أنه كلما زادت درجة توافر الكفايات الإشرافية للمشرفين التربويين زاد الأداء المتميز لديهم، والعكس صحيح. وبناء على النتائج، يوصي البحث القائمين في وزارة التربية والتعليم الانتباه إلى انعكاس المعرفة التي يكتسبها المشرفون على أدائهم الإشرافي، ومتابعتها من خلال زيارات ميدانية للمشرفين في أماكن عملهم؛ لتحقيق الأهداف المنشودة. This study aimed at identifying the availability degree of supervisory competencies of the educational supervisors and its relationship with the outstanding performance from principals’ point of view in the Northern Governorates of Palestine in the light of having independent variables (academic qualification, specialization and years of administrative experiences). The researcher has used the descriptive associative approach where the sample comprised of 319 state principals during the academic year 2020-2021. The questionnaire was used as a tool for collecting data related to the study problem where it has been designed to compose of two scales, namely: this supervisory competencies and outstanding performance. The results of this study demonstrated, from principals of northern governorates’ point of view, that the availability degree of supervisory competencies of the educational supervisors was medium as evidenced by the Mean which accounted for 3.63 while the availability degree of knowledge competencies of the educational supervisors was high. Therefore, the results of this study demonstrated, from principals of Northern Governorates’ point of view, that the availability degree of outstanding performance competencies was also high and there was no statistically significant differences at the level of significance (α≤0.05) within the means of availability degree of supervisory competencies of the educational supervisors from principals of Northern Governorates’ point of view in Palestine. The study indicated that there was no positive and strong linear relationship between availability degree of supervisory competencies of the educational supervisors and the level of outstanding performance from principals of Northern Governorates’ point of view in Palestine. However, the coefficient between them was (.78) which indicates that the more availability degree of supervisory competencies of the educational supervisors, the greater is their outstanding performance vice versa. Based on the results, this study recommends officials of the Ministry of Education to focus on knowledge reflection the supervisors acquire over their supervisory performance which is in need for follow-up through field visits by the supervisors at their working places in order to achieve the desired objectives.
