The research aims to identify the concept of administrative creativity and its importance and obstacles that can limit the practice of administrative crews at the heads of scientific divisions at the University of Tobruk. The research took the process of reinforcing the revolution of the researcher. The relevant results of the study field of 32- headed sections of the highlights: The personal obstacles, organizational obstacles and social constraints standing in front of the practice of administrative crew at the head of the scientific divisions at the University of Taberk. The research has reached several recommendations: The work to provide adequate climate for creativity, the adoption of the initial and intimidation proposals, the provision of moral and material prosecutions in the creativity.
