تهدف الدراسة إلى التعرف على نوع وطبيعة المعوقات التي تواجه أمناء المكتبات المدرسية الحكومية والخاصة أثناء عملهم، بالإضافة إلى تحديد طبيعة الاحتياجات المهنية والوظيفية لأمناء المكتبات المدرسية العامة (الحكومية) والخاصة في ضوء العصر الحديث وذلك من خلال الإجابة عن السؤال التالي: ما المعوقات التي تواجه أمناء المكتبات المدرسية في المرحلة الثانوية والمتوسطة في المدارس العامة والخاصة في تحقيق الأهداف المدرسية؟. وقد تكونت عينة الدراسة من (55) موظفا من أمناء المكتبات العاملين بوزارة التربية والتعليم في دولة الكويت، تم اختيارهم عشوائيا من المدارس الحكومية والخاصة من محافظتي الجهراء والفروانية، بواقع (36) مدرسة حكومية و(19) مدرسة خاصة، وللإجابة عن سؤال الدراسة قام الباحث بإعداد أداة الدراسة "الاستبانة" للتعرف على تلك المعوقات حيث تتألف من (11) فقرة وبعد تطبيق أداة الدراسة جاءت نتائج الدراسة كما يلي: 1) لا يوجد اختلاف دال إحصائيا عند مستوى (a ≤ 0.05) بين المتوسطات الحسابية لآراء أمناء المكتبات المدرسية في محافظات الجهراء والفروانية المتعلقة بكل من معوقات تحقيق أهداف المكتبة المدرسية، وتوظيف المصادر المعلوماتية. 2) يوجد اختلاق دال إحصائيا عند مستوى (a ≤ 0.05) بين المتوسطات الحسابية لآراء أمناء المكتبات المدرسية في محافظات الجهراء والفروانية في بعض الفقرات التي تتعلق بتخطيط الأهداف اليومية للمكتبة المدرسية. واستنادا إلى تلك النتائج أوصي الباحث عدة توصيات ومقترحات منها: 1) إعطاء المكتبة المدرسية دورها الحقيقي في المنهج المدرسي وفي العملية التعليمية/ التعلمية حتى تحقق أهدافها بالنسبة للمتعلمين وبالخصوص في المرحلتين المتوسطة والثانوية. 2) تزويد المكتبات المدرسية بالأثاث واللوازم والوسائل التعليمية وغيرها بما يكفل مهمات تأسيسها وتطويرها باستمرار، وتحقيق أغراضها التربوية والثقافية. The study aims to identify the type and nature of the constraints faced by librarians in public and private Schools during their work, as well as to determine the nature of professional needs and functional librarians school of public (governmental) and private in the light of the modern era and that depending on certain variables, such as race and experience by answering the following question: What are the obstacles (actual difficulties) that face librarians in Middle and Secondary Stages in Public and Private Education ? The researcher discusses many hypotheses through other sub-study questions. The study samples consist of 55 librarians who work in the Ministry of Education in the State of Kuwait. They were chosen randomly from private and public schools in Jahraa and Farwania Governorates, through 36 Public schools and 19 private schools. In order to answer the study hypothesis, the researcher utilizes certain tools to identify these obstacles. It consisted of 11 paragraphs, to answer Obstacles of School Library to achieve school objectives. After applying the study material, the study arrived at the following results: 1) There are no functional statistical differences at level (α ≤ 0.05) between arithmetic averages of school librarians’ opinion in Jahraa and Farwania Governorates related to all obstacles of achieving the school libraries aims and employing the information resources. 2) There are functional statistical differences at level (α ≤ 0.05) between arithmetic averages of school librarians’ opinion in Jahraa and Farwania Governorates regarding some paragraphs related to planning school libraries daily aims as well as to those related to fulfilling the libraries & apos; aims according to subjects. The researcher recommends the following: 1) School library should be given its are role in academic curriculum and in education process in order to achieve its aims for learners especially in middle and secondary stage. 2) School libraries should be supplied with furniture, other requirements and educational aids, in order to facilitate its establishment and achieve its mission and education aims and objectives.
