The problem of the study was that the use of paper supplies in the practice of administrative activities in light of technical progress is a clear negative indication of the institutions ’performance due to the technical advantages in reducing effort, time and high speed of achievement and in this study raises a set of questions, the most important of them. Do Sudanese universities have the technical ingredients Necessary to implement electronic management, and the human requirements required to implement electronic management. Therefore, this study attempts to present the idea of electronic education as a basic solution for developing the educational level in Sudan and elevating it to the highest levels to keep pace with the huge technological development. The study hypothesized that the main assumptions are that e-learning covers large areas of educational opportunities, as the largest possible number of learners can benefit from it. The impact of educational tools and electronic demonstration tools positively on the educational process more than traditional means, that e-learning provides various training materials that contribute directly and indirectly to raising the capabilities of trainers and teachers. To achieve the purposes of the study, the descriptive approach to the case study and the historical approach to follow previous studies and the inductive approach to proof the validity of assumptions and deductive approach to clarify the time differences. The study reached a number of results, the most important of which is that e-learning leads to removing obstacles for students and reducing the economic costs of students through eLearning. The websites of the universities enable students to apply to join them from any time and place to provide e-learning may attract a large number of students. Accordingly, the study presented a number of recommendations, the most important of which are: 1) Work to increase the staff of these various universities in the field of distance education, so that these universities have the opportunity to perform an excellent educational service for students characterized by high quality of educational outcomes. 2) Provide technical aids such as printing machines and printers, so that they contribute to preparing the scientific material in a manner that matches the specifications of this type of education. These universities and design educational design that fits with distance education. (Published abstract)
